1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海油福建漳州天然气有限责任公司（以下称为“招标人”）委托，就漳州LNG项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co.,Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Fujian Zhangzhou Gas Co., Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Zhangzhou LNG by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

1.1货物名称：低温调节阀
Name of Goods: Cryogenic control valve
1.2数量：27 套
Quantity:  27 sets
1.3技术参数：
Technical parameters
★气动执行机构应选用弹簧复位形式，使其作用至故障安全位置。
★Pneumatic actuator should be selected spring reset form, so that its action to the fail safe position

★压差≥3MPA的阀门，阀芯应选用笼式结构
★The pressure difference is greater than or equal to 3MPA valve, valve trim should choose cage structure.

★低温测试的取样比例是按照材料、压力等级和尺寸相同的阀门数量的10%（不少于一个）进行测试。低温测试程序文件必须作为技术协议附件。
★The testing rate of Cryogenic control valves is 10%(not less than one), according to the materials, pressure rating and size. The program files of testing Cryogenic vavles must be attached.

★泄漏等级应满足数据表要求
★Leakage level should meet the requirements of the data sheet.

1.4交货期:
境内：合同签订后290日到达；
Within PRC customs territory：the goods shall arrive within 290 days from the date of the signing of the contract.
境外：合同签订后245日装船；
Outside of PRC customs territory：the goods shall be shipped within 245 days from the date of the signing of the contract.
1.5交货地点：
Destination of delivery：
境内：福建省漳州龙海市隆教乡兴古湾福建漳州LNG接收站业主指定现场。
Within PRC customs territory: Zhangzhou LNG Terminal Project Site (Address: Xinggu Bay, Longjiao Country, Longhai City，Zhangzhou City, Fujian Province,China).
境外：中国厦门港
Outside of PRC customs territory: Xiamen Port, Fujian, P.R.China.

2. 对投标人的资格和业绩要求：
Requirements for Qualification and reference of Bidder:
2.1 资格要求
Requirements for Qualification of Bidder
1)是否接受代理商投标：接受，代理商应得到制造商同意其在本次投标中提供该货物的正式授权书。
Bid by Agent: Acceptable, the Bidder should be duly authorized by the goods' Manufacturer or Producer to supply the goods in this bidding project.
2)是否接受联合体投标：不接受
Joint Bids： NOT Acceptable
3)制造商应具有中国国家质监局颁发的特种设备制造许可证（A2(2)级）、特种设备型式试验证书和压力设备(PED)认证证书中的至少一种，且所有证书均应在有效期内，投标时提供有效证书复印件；
The manufacturer should have at least one certificate through the Manufacturer license of Special Equipment People’s Republic of China issued by General Administration of Quality Supervision (Certificate level for cryogenic valves:A2(2))、Certificate for Type Test of Specific Equipment and certificate for pressure equipment（CE-PED），and the certification should be within the period of validity. Provide copies of valid certificates.
2.2 业绩要求：
Requirement for Bidder's reference:
制造商自2009年1月1日至2018年12月31日（合同签署时间）具有至少2项境内LNG接收站（规模不小于200万吨/年）深冷调节阀运行业绩，其中应至少有一项总数不低于20台，且此单项合同中包含至少3台≥6"、磅级≥900LB深冷调节阀业绩。
From Jan 1st, 2009 to Dec 31th, 2018, shall have at least two LNG receiving stations (no less than 2 million tons per year) operation Cryogenic control valves. Total number of Single contract should not be less than 20 sets and this single should have at least 3 sets cryogenic control valves with a size ≥6 inches and a class 900LB or more.
投标人须提交有效的业绩表和相关证明文件（第1.合同复印件相关章节和第2. 用户使用证明或用户调试报告）。业绩证明文件必须至少体现以下内容：合同签署时间、货物名称及类型（深冷调节阀）、装置名称及规模（LNG接收站，不小于200万吨/年）、供货数量、阀门尺寸、磅级。未提交业绩证明文件，或所提供的业绩证明文件无法验证前述信息，均视为无效业绩。
Bidders shall submit valid performance statements and relevant supporting documents (1. Relevant chapters copies of contract, and 2. User'son-site commissioning report or user's certificate of use).The relevant documentary evidence must embody at least the following contents: the signing time of the contract, the name of the goods and the type of the goods (Lip sealed cryogenic ball valves), the name and scale of the equipment (LNG receiving stations no less than 2 million tons per year), the quantity of goods supplied, the size and class of valve. Failure to submit a relevant documentary evidence for their reference or failure to verify the above information will be regarded as invalid performance.
授标前招标人保留调查考察业绩是否良好运行的权利，一旦查实不良表现，按业绩造假处理。任何时间发现标书中文件造假或不真实，除没收投标保证金外，对已中标的取消中标资格，同时招标人保留索赔权利。
The purchaser retains right to investigate whether the bidder’s performance is in good operation. Once any poor performance is verified, its will be deemed as fraud. If the performance certificates in the Bidding documents are found to be disinformated or false at any time, the bidder shall be disqualified from winning the bid except for the confiscation of the bid security, and the purchaser shall retain the right to claim compensation.
3. 有兴趣的投标人可通过以下方式获取招标文件：从2019年10月22日开始至2019年10月29日止，请登录中国海洋石油集团公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from Oct.22, 2019 to Oct 29, 2019. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not beaccepted. After successful payment of RMB2000.00 or USD350.00 for each copy of Bidding Documents which is non-refundable, Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid.

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年11月13日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层会议室。在此时间后收到的投标文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to Meeting Room, the 4th floor, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing 100027, P.R. China at or before 9:30 am (Beijing Time) on Nov.13, 2019. Any bid beyond the requiredtime and date shall be subject for rejection.

5. 开标时间：2019年 11月13日上午9:30（北京时间）
Bid opening time: 9:30 am (Beijing Time) on Nov 13 , 2019.
