1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海油江苏天然气有限责任公司委托，邀请合格投标人就江苏LNG接收站项目下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：

关境外提供的货物分两批交货，其中第一批包括预埋件及定位模板，合同签订后90日达到中国上海港，第二批包括浸没燃烧式气化器和备件等，合同签订后440日到达中国上海港；关境内提供的货物分两批交货，其中第一批包括预埋件及定位模板，合同签订后90日到达江苏省盐城市滨海港区江苏LNG接收站业主指定现场，第二批包括浸没燃烧式气化器和备件等，合同签订后440日到达江苏省盐城市滨海港区江苏LNG接收站业主指定现场。

2．业绩和资格要求：

1）资质要求：

- 投标人必须是具有独立法人资格的SCV气化器制造商或代理商。

独立法人资格要求：关境内投标人应提供有效的营业执照、组织机构代码证、税务登记证或三证合一营业执照等。关境外投标人应提供有效的独立法人证明。以证明投标人具有独立法人资格。

代理商要求：如果投标人所投的货物（SCV设备主体）不是投标人自己制造的，投标人应得到货物制造商的同意以及证明其在本次投标中唯一提供该货物的正式授权书。

- 压力容器部件的制造商应具备中华人民共和国特种设备制造许可证（压力容器）或国家质检总局特种设备许可办公室（SELO）颁发的制造许可证，且证书在有效期内。

2）财务要求：投标人应提供2016-2018年审计机构出具的财务审计报告及经审计的财务报表，包括资产负债表、现金流量表、利润表。

2016-2018年的年平均净资产：不低于等值3500万元人民币；

2016-2018年的年平均资产负债率：小于0.85。

3）业绩要求：制造商自2009年1月1日至投标截止之日，至少具有2个LNG接收站（设计产能不小于200万吨/年）的SCV气化器供货且成功投用业绩，每个业绩中供货的SCV系统总处理量不低于320t/h（总处理量可由多台设备处理量累计）。提供相关证明材料。

相关证明材料包括：业绩合同关键页复印件（如合同首页、合同签订日期页、交货日期页、双方签字盖章页、供货范围/工作范围描述页、主要技术参数页等关键页面，原件备查）和设备现场调试合格报告（业主、监理等签字），或用户业绩反馈证明（用户盖章或法定代表人签字）。未提供有效证明材料或证明材料数据不足的业绩将视为无效业绩。

4）质量要求：制造商应提供ISO9001质量管理体系认证证书，且证书在有效期内。代理商投标时应提供所代理的产品制造商的ISO证书。

3．有兴趣的合格投标人可通过以下方式获取招标文件：

从 2019年10月28日开始至2019年11月04日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在中国国际招标网（http://www.chinabidding.com/）注册成功并通过平台审核。

4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2019年11月19日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层403号会议室，在此时间后收到的投标文件恕不接受。

5．开标时间：定于2019年11月19日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。

6．开标地点：北京市东城区东直门外小街6号海油大厦4层403号会议室。

1.              Procurement& TenderingCenterof CNOOC Procurement Dept. andCNCCC International Tendering Co.,Ltd.(hereinafter called “Tendering Agent”),for and on behalf of CNOOC Jiangsu Gas Co., Ltd (hereinaftercalled "Purchaser") invitessealedbids from eligible bidders for thesupply of following equipment:

DeliverySchedule:

Forgoods offered from outside PRC customs territory: the goods shall be deliveredin two batches. The first batch shall include concrete embedded sealing rodspiping and flanges , prefabricated,accessories，the first batch shallarrive at Shanghai Port, P.R.China within 90 days from the date of the signingof the contract. And SCV Vaporizer, spares and others as the second batch shallarrive at Shanghai Port, P.R.China within 440 days from the date of the signingof the contract.

Forgoods offered from within PRC customs territory: the goods shall be deliveredin two batches. The first batch shall include concrete embedded sealing rodspiping and flanges , prefabricated,accessories，the first batch shallarrive at Jiangsu LNG Terminal Project Site (Address: Binhai harbour District,Yancheng City, Jiangsu Province, China)  within 90 days from the date ofthe signing of thecontract. And SCV Vaporizer, spares and others as the secondbatch shall arrive at Jiangsu LNG Terminal Project Site within 440 days fromthe date of the signing of the contract.

 

2.              References and Qualification requirement:

1)Qualification requirement:

-Bidder shall be manufacturer or authorized agent designated by manufacturerwith the qualification of independent legal entity.

Bidderfrom within the PRC Customs Territory shall provide valid businesslicense,Organization Code Certificate and tax registration certificate or integrated business license combined above threecertificates. Bidder from outside the PRC Customs Territory shall provide validindependent legal entity certificate.

If thegoods (equipment body) is not manufactured by bidder, the bidder shall obtainthe only legal official authority of the manufacturer that the bidder couldprovide the goods for the bid in China.

-Manufacturers of pressure vessel components shall have Manufacturing license ofthe People's Republic of China (pressure vessel) or Manufacturing licenseissued by the special licensing office (SELO) of the general administration of quality supervision, inspection and quarantine within the validity period.

2)Biddershall submit 2016-2018 audited financial report issued by auditing agency,including balancesheets, cash flowstatement, profit statement.

Averagenet assets of last three years (from 2016 to 2018): not less than RMB35,000,000 Yuan or equivalent;

Averageasset-liability ratio of last three years (from 2016 to 2018): less than 0.85.

 

3) Themanufacture should have at least 2 LNG receiving terminal projects (design capacitynot less than two million tons/year) SCV Vaporizer supply and successfulapplication performance from January 1, 2009, and the total processing capacityof the SCV system supplied in each performance shall not be less than 320t/h(the total processing capacity can be accumulated by multiple devices). Thereferences shall be testified by proof materials.

Theproof materials include: copy of key pages of contract (The homepage ofcontract, the sign date page of contract, the delivery date page of contract,the both parties signed and stamped page of contract, the description page ofGoods scope or Work scope, the key pages of main technical parameters, theoriginal copy for reference) and approved commissioning report (signature ofowner and supervisor), or User performance feedback certificate (seal of useror signature of legal representative). The performance without certificationdocuments or insufficient evidence will be treated as invalid performance.

4）Manufacturershall have the ISO9001 quality management system certification and thecertificate is valid. The agent shall have the ISO certificate of the productmanufacturer.

 

3.              The interested Bidders may obtain the bidding document byfollowing method: Please login at CNOOC Procurement Operation System(https://buy.cnooc.com.cn) on the page ofI nvitation for bid for purchasingBidding Document from Oct. 28th, 2019 to Nov. 4th 2019. For the firsttime of login, a registration (free of charge) is needed and only aftersuccessful registration, Bidder can purchase Bidding documents online. Thewhole purchasing process must be operated onlineand offline payment will not be accepted. After successful payment ofRMB 2000.00 or USD300.00 for each copy of Bidding Documents which isnon-refundable, Bidder may download the Bidding Documents. Bidder fails topurchase Bidding Documents online is not eligible to bid. In addition, thebidder need to succeed in the China international bidding nets(http://www.chinabidding.com/) registered and through the platform review.

 

4.         Bids must bedelivered to Meeting Room No.403 of CNOOC Tower, No. 6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China for submission ofbids before 10:00 a.m. (Beijing time) on Nov. 19th, 2019. Any bid beyond therequired time and date shall be subject for rejection.

 

5.         Bids will be openedin the presence of bidders' representatives who choose to attend at 10:00a.m.(Beijingtime) on Nov.19th, 2019 at Meeting Room No.403 of CNOOC Tower, No.6  Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China forbid-opening.
