1.中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油炼化有限责任公司（以下称为“招标人”）委托，就中海石油宁波大榭石化有限公司馏分油改扩建项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafterreferred to as “the Tendering Agent”), entrusted by CNOOC OIL & PETROCHEMICALS CO., LTD.(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under Distillate Revamp and Expansionproject of CNOOC NINGBO DAXIE PETROCHEMICAL LTD by International Competitive Bidding. The Bidders are kindly requested to provide the followingGoods and services with sealed bids.

2.对投标人的资格和业绩要求：

（1）资格要求

Requirements forQulification of Bidder

 

A．投标人应为所投货物的制造商。本次招标不接受代理商投标。

The bidder shall be themanufacturer of bid goods. Bid by Agent is not accepted.

 

（2）业绩要求：

Requirement for Bidder's reference:

投标设备应至少具备2台套应用在聚丙烯装置且入口气量大于等于600 m3/h的整体齿轮式工艺气（乙烯+丙烯+氢气+丙烷）压缩机的销售业绩，合同签订日期在2016年12月31日以前。  

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：无价销售合同复印件（含相关技术附件）以及其他证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、装置名称、设备名称、结构型式、工艺气体种类、台数和处理量。未提交业绩证明文件，或所提供的业绩证明文件无法验证合同签署时间、装置名称、设备名称、结构型式、工艺气体种类、台数和处理量，均视为无效业绩。

The bidding equipment shall have at least two sets of salesperformance of integral gear-type process gas compressor (ethylene + propylene+ hydrogen + propane) applied in polypropylene plant with suction capacity greater than or equal to600 m3/h. The contract is signed before December 31, 2016.

Bidder shall furnish reference List in given form, andprovide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of un-priced sales contract(including technicalappendix) and other evidentiary documents.  The evidentiarydocuments provided by Bidder shall as least demonstrate the contents asfollows: Contract Signature Date, Plant Name, Name of Equipment,Structure Type,Process Gas Type, Quantity and processing capacity. If no documentaryevidencefurnished, or documentary evidence furnishedcan not demonstrate Contract signing Date, Plant Name,Name of Equipment, Structure Type, Process Gas Type, Quantity and processing capacity,therelevant reference will be deemed unvalid.

3.有兴趣的投标人可通过以下方式获取招标文件：从2019年11月27日开始至2019年12月4日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。

The interested Bidders may obtain the bidding document by followingmethod: Please login at CNOOC Procurement OperationSystem (https://buy.cnooc.com.cn) on the page ofInvitation for bid for purchasing Bidding Document from November 27, 2019 toDecember 4, 2019. For the first time of login, a registration (free ofcharge)is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must beoperated online and offline payment will not beaccepted. After successful payment of RMB2000.00 or USD 350.00 for each copy ofBidding Documents which isnon-refundable, Bidder may download the BiddingDocuments. Bidder fails to purchase Bidding Documentsonline is not eligible to bid.

 

4.投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年12月18日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。

The deadline and place for submission of bid: All bids must beaccompanied by a bid security as specified and must bedelivered to 4th floor meeting room, CNOOC Tower, No. 6Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R.China at orbefore 9:30 am (Beijing Time) on December 18, 2019. Anybid beyond the required time and date shall be subjectfor rejection.
