项目概况：旅大6-2油田新建1座8腿中心平台LD6-2 CEPA，物流首先进入生产/计量管汇，经三级脱水、脱气处理为合格原油，经输油海底管道输至SZ36-1 CEPO平台，通过栈桥与SZ36-1CEPN平台处理后的合格原油汇合后，经外输泵输至SZ36-1 CEP，再外输至绥中终端。LD6-2 CEPA平台脱出来的伴生气，经增压后与来自锦州25-1S的外输天然气汇合，作为燃料气供给透平发电机组。LD6-2 CEPA平台分离出来的生产水与水源井水经处理合格后，直接在中心平台LD6-2 CEPA上回注地层。

2.资格标准：

★投标人必须是所投产品DCS或SIS系统的制造商，如投标人不是所投产品DCS或SIS系统的制造商则投标人必须与本次投标产品的制造商签有战略协议（战略协议签订日期不晚于2017年12年30日，协议内容应至少包括：中海油系统内项目投标及集成授权、合作建立研发实验室及系统集成生产基地），或者投标人必须具有与本次投标产品的制造商共同参股成立的合资公司（投标人持有股份不低于合资公司的51%，产品制造商持有股份不低于合资公司的12%），并且投标人具有海洋环境下（海上平台/海上桩基式移动生产储油装置或FPSO）至少1个项目的合同业绩。

★在投标截止日前十年内，投标人本次投标所使用产品DCS及SIS系统必须具有海洋环境下（海上平台/海上桩基式移动生产储油装置或FPSO）至少1个项目的合同业绩。并提供相应的书面材料（书面材料是指：合同及相应调试验收报告或合同及相应使用方出具的有效证明文件）；上述文件中如未包含中控系统所在设施的名称及使用方信息，投标人应提供有效说明文件。

★中控系统需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS，LIoyd’s, DNV，CCS，BV）对中控系统进行检验并获得检验证书。

★投标人应在投标文件中提供有效的证书（包括系统制造商的质量管理体系证书，安全系统SIL证书及（报告或List清单））。

 

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2019年12月31日开始至2020年1月8日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。

Overview:LD6-2 CEPA is a new 8-legged central platform in Luda 6-2oilfield. Logistics first enters the production/metering manifold. It is treatedas qualified crude oil by three-stage dehydration and degassing. It istransported to SZ36-1 CEPO platform by submarine pipeline. After the qualifiedcrude oil is combined with SZ36-1 CEPN platform by trestle, it is transportedto SZ36-1 CEP by external pump and then to Suizhong terminal. The associatedgas released from LD6-2 CEPA platform is supercharged and merged with theoutgoing natural gas from Jinzhou 25-1S to serve as fuel gas for Turbine units.After the production water and source well water separated from the LD6-2 CEPAplatform are qualified, they are directly injected back into the formation onthe central platform LD6-2 CEPA.

2.        QualificationRequirements:

★Sincein recent 10 years to the bid deadline, the BIDDER must be the manufacturer ofDCS or SIS system. Otherwise, the BIDDER must have the strategic protocol (Thesigning date of the strategic protocol should be no later than 30th December of2017. The contents of protocol should include the followings at least: projectbidding and integration authorization within CNOOC system, the cooperation inestablishing R&D laboratories and system integration production bases.)with the manufacturer of the tendered product OR the BIDDER must have a jointventure company with the manufacturer of the tendered product (In the jointventure company, the shares held by the BIDDER shall not be less than 51%, andthe shares held by product manufacturers shall not be less than 12%), AND the BIDDERshould has at least one projects performance in the marine environment (whichmeans the offshore platform, OR offshore pile-based mobile production andstorage device, OR FPSO).

★The DCS andSIS systems tendered by the BIDDER must have at least one project performancein the marine environment (which means the offshore platform, OR offshorepile-based mobile production and storage device, OR FPSO). The VENDOR shall provide thecorresponding documents (written material refers to: contract and thecommissioning acceptance documents or contract and the effective proofcertificate issued by the operator). If the above documents do not contain thename of the facility where Central Control System is located and theinformation of the user, the bidder shall provide a valid document.

★The VENDORshall conform that CENTROL CONTROL SYSTEM will be designed, manufactured,certified and inspected in accordance with Safety Rules for Offshore FixedPlatforms. The VENDOR shall provide the authorized third party certificate（DNV、BV、ABS、LR or CCS）.

★Vendor shallsupply relavant qualified certificate within the validity period(including thesystem manufacturer’s quality management system certificate, SIL certificate,explosion-proof and ingress protection certificate etc.) in the biddingdocuments.
