1.中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油宁波大榭石化有限公司（以下称为“招标人”）委托，就中海石油宁波大榭石化有限公司馏分油改扩建项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafterreferred to as “the Tendering Agent”), entrusted by CNOOC NINGBO DAXIE PETROCHEMICAL LTD (hereinafterreferred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under Distillate Revamp and Expansionproject of CNOOC NINGBO DAXIE PETROCHEMICAL LTD by International Competitive Bidding. The Bidders are kindly requested to provide the followingGoods and services with sealed bids.

2.对投标人的资格和业绩要求：

（1）资格要求:

 投标人应是投标设备的制造商或集成商，集成商应取得制造商的授权书。

The bidder shall be the manufacturer or integrator of the biddingequipment, and the integrator shall obtain the manufacturer's authorization.

 

（2）业绩要求：

Requirement for Bidder's reference:

 

投标所报设备应至少在2个炼化项目上各有2台输送烯烃类介质、扬程大于等于480米、额定流量大于等于100m³/h的进料泵（OH6泵型）销售业绩，合同签订时间在2018年12月30日前。

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：无价销售合同复印件（含相关技术附件）以及其他证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：项目名称、合同签署时间、设备名称、数量、结构型式、介质、扬程和流量。未提交业绩证明文件，或所提供的业绩证明文件无法验证项目名称、合同签署时间、设备名称、数量、结构型式、介质、扬程和流量，均视为无效业绩。 

 

The bidded equipment shall applied in at least two petrochemicalprojects, and in each project shall have at least two sets of sales performanceof feed pumps (OH6 type pump, medium is olefin), with differential head of 480mor above and rated flow of 100 m³/h or above. The contract shall besigned before December 30, 2018.

 

Bidder shall furnish reference List in given form, andprovide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of un-priced sales contract(including technicalappendix) and other evidentiary documents.  The evidentiarydocuments provided by Bidder shall as least demonstrate the contents asfollows:Project name, Contract Signature Date, Plant Name, Name of Equipment,StructureType, Process Gas Type, Quantity and processing capacity. If no documentaryevidencefurnished, or documentary evidence furnishedcan not demonstrate Project name, Contract signingDate, Plant Name, Name of Equipment, Structure Type, Process Gas Type, Quantityand processing capacity,the relevant reference will be deemed unvalid.

 

3.有兴趣的投标人可通过以下方式获取招标文件：从2020年2月12日开始至2020年2月25日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。

The interested Bidders may obtain the bidding document by followingmethod: Please login at CNOOC Procurement OperationSystem (https://buy.cnooc.com.cn) on the page ofInvitation for bid for purchasing Bidding Document from February 12, 2020 to February 25,2020. For the first time of login, a registration (free of charge) is neededand only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must beoperated online and offline payment will not beaccepted. After successful payment of RMB 2000.00 or USD 350.00 for each copyof Bidding Documents which isnon-refundable, Bidder may download the BiddingDocuments. Bidder fails to purchase Bidding Documentsonline is not eligible to bid.

 

4.投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2020年3月18日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。

The deadline and place for submission of bid: All bids must beaccompanied by a bid security as specified and must bedelivered to 4th floor meeting room, CNOOC Tower, No. 6Dongzhimenwaixiaojie, Dongcheng District, Beijing 100027, P. R.China at orbefore 9:30 am (Beijing Time) on March 18, 2020. Any bid beyond the required time and dateshall be subject for rejection.
