1. 中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）有限公司（以下简称：招标人）委托，现对下列货物和服务进行公开招标：
货物名称：燃气透平主发电机

数量：1套

技术参数：4200kW, 3PH,3W,50Hz, IP23

项目概况：渤中26-3油田位于渤海南部海域。在渤中26-3油田扩边区新建1座4腿4桩的无人井口平台WHPC；在BZ26-3WHPA东北方向新建1座3腿3桩的动力平台PAPD，与BZ26-3WHPA井口平台通过栈桥连接。新建的BZ26-3WHPC全液输送至新建的BZ26-3PAPD，再通过栈桥输送至已建的BZ26-3WHPA上进行处理，处理成含水8％的原油，外输至BZ25-1WHPD平台，与BZ25-1WHPE/WHPF平台物流一起输送至海洋石油113FPSO处理成合格原油进行储存。

交货期：国内交货要求2021年2月18日到达天津塘沽买方指定地点，国外交货要求2021年2月1日CIF新港。

是否接受联合体投标：本次招标允许联合体投标，但仅限于在联合体牵头人无法合法签订人民币合同的情况下与国内的联合体成员组成联合体，且全部联合体成员数量不得多于两家。

2.资格标准：

1）投标人本次投标所选配的燃气透平（相同规格型号）应具有至少2个项目在海上平台或者FPSO作为原动机成功运行2年及以上的业绩。

2）投标人本次投标的发电机如不是推荐品牌，应具有至少两套在海洋石油平台或FPSO成功运行两年及以上的应用业绩，并提供相应的书面材料证明（合同及调试验收报告或使用方出具的有效证明等文件）。

3）自2000年1月1日起至本次投标截止日前，投标人（应为燃气透平发电机组成橇商）应具有至少2个项目燃气透平发电机组在海上平台、FPSO、船舶以及海岸沿线的油气处理终端成橇并成功运行2年（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）及以上的业绩，并提供相应的书面材料（合同及调试验收报告或合同及使用方出具的有效证明文件），上述文件中如未包含设备所在设施的名称及使用方信息，投标人应提供其它有效说明文件。同时，在投标截止日前至2000年1月1日投标人还应具有至少2个项目燃气透平作为原动机（ISO功率不小于4200kW）在海上平台、FPSO、船舶以及海岸沿线的油气处理终端成橇并成功运行2年（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）及以上的业绩，并提供相应的书面材料（合同及调试验收报告或合同及使用方出具的有效证明文件），上述文件中如未包含设备所在设施的名称及使用方信息，投标人应提供其它有效说明文件。

4）燃气透平发电机组需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托中国国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS, Lloyd’s, DNV,CCS，BV）对双燃料透平发电机组整体（包括机组橇块外附属设备）进行检验并获得检验证书。

3.有兴趣的合格投标人可通过以下方式获取招标文件：
从2020年2月20日开始至2020年2月27日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2020年3月12日9:00时（北京时间）递交至天津市滨海新区海川路2121号渤海石油管理局大厦A座（鉴于防疫期间，建议邮寄递交投标文件，大厦园区目前仅可接收顺丰快递，收件人：陈蓓，联系电话：022-66502605），递交时间以收到投标文件时间为准，在此时间后收到的投标文件恕不接受。

5.开标时间：定于2020年3月12日9:00时（北京时间）开标。开标地点：天津市滨海新区海川路2121号渤海石油管理局大厦A座。

6.本次招标公告同时在中国国际招标网（www.chinabidding.com）上发布。

7. 投标人在投标前需在机电产品招标投标电子交易平台上完成注册。评标结果将在机电产品招标投标电子交易平台公示。

Overview: Bozhong 26-3 oilfield is locatedin the south of Bohai Sea, north of Bozhong 26-2 oilfield, west of Bozhong 25-1South oilfield, northwest of Tanggu, Tianjin city 160km, Southeast of Longkou,Shandong Province 118km. A new 4-leg 4-pile unmanned wellhead platform WHPC i***uilt in the border expansion area of Bozhong 26-3 oilfield; a new 3-leg 3-pilepower platform PAPD is built in the northeast direction of BZ26-3WHPA, which isconnected with BZ26-3WHPA wellhead platform through trestle bridge.

From within PRC：February18, 2021 of Construction Site of Tanggu Tianjin .
From outside PRC：February1, 2021of Xingang Seaprot Tianjin.

Joint Bids：JointVenture is permitted, which is only for the leading partythat cannot sign theContract in RMB Yuan legally form Joint Venture withdomestic member. Thequantity of members shall not be more than two.
2. Qualification Requirements:

1) The Gas Turbine (the same product model as theGas Turbine) that BIDDER supplied should have at least 2 projects of two yearsor more of successful performance of the on the offshore oil platform or FPSO.

2) If thebidder's bidding Generator is not a recommended brand, it should have at leasttwo sets of application performances that have been successfully operated bythe offshore oil platform or FPSO for two years or more, and provide corresponding written material certificates (contractand commissioning acceptance report or the effective certificate issued by theuser). The valid certificate issued and other documents.

3) Since in 2000.1.1 to the bid deadline, the Gas Turbine Generator Package provided by BIDDER (also shouldbe the Gas Turbine Generator skid assemble Manufacturer)shall have at least 2 projects of two years or more of successful performance(from the date of commissioning acceptance report or the certificate issued bythe user) on the offshore oil platform or FPSO or boats and ships or coastal oil and gas processing terminal, theBIDDER shall provide the relevant supporting documents (contract andcommissioning acceptance report or contract and the effective certificateissued by the user). If the name of the facility and the user’s information arenot included in the above documents, the bidder shall provide the validdocumentation. And sincein2000.1.1 to the bid deadline, the Gas Turbines as theprime motor (ISO power ≥4200kW) provided by BIDDER shall have at least 2 projects of twoyears or more of successful performance (from the date of commissioningacceptance report or the certificate issued by the user) on the offshore oilplatform or FPSO or boats and ships or coastal oil and gas processing terminal,the BIDDER shall provide the relevant supporting documents (contract andcommissioning acceptance report or contract and the effective certificateissued by the user). If the name of the facility and the user’s information arenot included in the above documents, the bidder shall provide the validdocumentation.

4) The gasturbine generator package shall be designed, manufactured, certified and testedin accordance with the requirements of Safety Rules for Offshore Fixed PlatformIssued by State Economic & Trade Commission. PRC. Supplier shall at his owncost arrange inspection and obtain inspection compliance certificate of The Gasturbine generator Package (include outside affiliated equipment of the dualfuel turbine generator Package) from one of the certifying agencies authorizedby COOOSO, which are ABS, LIoyd's, DNV,CCS，BV.
