1．中国海洋石油集团有限公司暨中化建国际招标有限责任公司（以下简称“招标机构”）受中海油福建漳州天然气有限责任公司委托，邀请合格投标人就漳州LNG接收站项目下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：

货物名称：在线取样及分析系统采购

数量：1套

交货期： 

关境外提供的货物：货物应于合同签订之日起240日内到达中国厦门港。

关境内提供的货物：货物应于合同签订之日起240日内到达漳州LNG接收站业主指定现场。

2．业绩和资格要求：

1）资质要求：

投标人必须是具有独立法人资格。

如果投标人所投的取样探头、气化器、取样器不是投标人自己制造的，投标人应提供该取样探头和/或气化器和/或取样器制造商的授权。

2）财务要求：投标人应提供2016-2018年审计机构出具的财务审计报告及经审计的财务报表，包括资产负债表、现金流量表、利润表。

3）业绩要求：

自2009年1月1日至投标截至日，至少有2个接收站（规模不小于200万吨/年）贸易交接用LNG取样分析系统成功应用业绩，同时，此次所选用取样探头、气化器、取样器也均分别须有至少2个接收站的应用业绩。

相关证明材料包括：业绩合同关键页复印件（如合同首页、合同签订日期页、交货日期页、双方签字盖章页、供货范围/工作范围描述页、主要技术参数页等关键页面，原件备查），设备现场调试报告（业主、监理等签字）或用户业绩反馈证明（用户盖章或法定代表人签字）、包括用户使用证明或调试报告等。未提供有效证明材料或证明材料数据不足的业绩将视为无效业绩。

4）质量要求：制造商应提供ISO9001质量管理体系认证证书，且证书在有效期内。代理商投标时应提供所代理的产品制造商的ISO证书。

3．有兴趣的合格投标人可通过以下方式获取招标文件：

从 2020年3月4日开始至2020年3月11日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在机电产品招标投标电子交易平台（http://www.chinabidding.com/）注册成功并通过平台审核。

4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2020年3月25日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层403号会议室，在此时间后收到的投标文件恕不接受。

5．开标时间：定于2020年03月25日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。

6．开标地点：北京市东城区东直门外小街6号海油大厦4层403号会议室。

1.              Procurement& Tendering Center of CNOOC Procurement Dept. andCNCCC International Tendering Co.,Ltd.(hereinafter called “Tendering Agent”),for and on behalf of CNOOC Fujian Zhangzhou Gas Co., Ltd (hereinafter called"Purchaser") invitessealedbids from eligible bidders for the supplyof following equipment:

Forgoods offered from outside PRC customsterritory: goods arrived at Xiamen Port,Fujian, P.R.China within 240 days from the date of thesigning of the contract.

For goods offeredfrom within PRC customsterritory: goods arrived at ZhangzhouLNG Terminal Project Site within 240 days from thedate of the signing of the contract.

 

2.              References and Qualification requirement:

1)Qualification requirement:

Biddershall be manufacturer or authorized agent designated by manufacturer with thequalification of independent legal entity.

Biddersmust be independent legal persons.

If thesampling probe, gasifier or sampler submitted by the bidder is not made by thebidder, the bidder shall provide the authorization of the manufacturer of thesampling probe and/or gasifier and/or sampler.

2)Financial requirements: the tenderer shall provide the financial audit reportand audited financial statements issued by the audit institution in 2016-2018,including balance sheet, cash flow statement and profit statement.

3)Performance requirements:

Sincethe tender of 1 solstice in January 2009, at least 2 receiving stations (notless than 2 million tons/year) have successfully applied the LNG sampling andanalysis system for trade handover. Meanwhile, the sampling probe, gasifier andsampler selected this time must have the application performance of at least 2receiving stations.

 

The proof materials include: copy of key pages of contract (Thehomepage of contract, the sign date page of contract, the delivery date page ofcontract, the both parties signed and stamped page of contract, the descriptionpage of Goods scope or Work scope, the key pages of main technical parameters,the original copy for reference) and commissioning report (signature of ownerand supervisor), or User performance feedback certificate (seal of user orsignature of legal representative). The performance without certificationdocuments or insufficient evidence will be treated as invalid performance.

4）Manufacturershall have the ISO9001 quality management system certification and thecertificate is valid. The agent shall have the ISO certificate of the productmanufacturer.

 

3.              The interested Bidders may obtain the bidding document byfollowing method: Please login at CNOOC Procurement Operation System(https://buy.cnooc.com.cn) on the page ofInvitation for bid for purchasingBidding Document from March 4, 2020 to March 11, 2020. For thefirst time of login, a registration (free of charge) is needed and only aftersuccessful registration, Bidder can purchaseBidding documents online. The wholepurchasing process must be operated onlineand offline payment will not be accepted. After successful payment ofRMB 2000.00 or USD300.00 for each copy of Bidding Documents which isnon-refundable, Bidder may download the Bidding Documents. Bidder fails topurchase Bidding Documentsonline is not eligible to bid. In addition, thebidder need to succeed in the bidding electronic trading platform formechanical and electrical products (http://www.chinabidding.com/) registeredand through the platform review.

 

4.              Bids must be delivered to Meeting Room No.403 of CNOOC Tower, No. 6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China for submission ofbid***efore 10:00 a.m. (Beijing time) on March 25, 2020. Any bidbeyond the required time and date shall besubject for rejection.
