1.中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海油惠州石化有限公司（以下称为“招标人”）委托，就中海油惠州石化有限公司2200万吨/年炼油产品结构优化及质量升级项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Huizhou Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under 22,000 KTA Refinery Product Structure Optimization and Quality Upgrade Project of CNOOC Huizhou Petrochemicals Company Limited by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

交货期Delivery Schedule: 

境内货物：合同签订后52周

For goods within the PRC customs territory：52 weeks after signing the contract

境外货物: 合同签订后56周

For goods outside the PRC customs territory:56 weeks after signing the contract

 

交货地点Destination of delivery：

境内货物：大亚湾石化区项目现场

For goods within the PRC customs territory: Project Site in Daya Bay Petrochemical Zone

境外货物：主要基本港

For goods outside the PRC customs territory: Major Basic Ports

 

 

2.对投标人的资格和业绩要求：

Requirements for Qualification and reference of Bidder:

 

（1）资格要求

Requirements for Qulification of Bidder

 

投标人应为投标所报货物的制造商或者是授权代理商。如果投标人是授权代理商，必须满足以下全部条件：

1)   制造商的销售方式为销售代理或分销制；或者制造商在特定区域、行业有独家或指定的代理。投标人应在投标文件中提供相应的证明文件。

2)   代理商应提供制造商同意其在本次投标中提供该货物的正式授权书。

3)  代理商应具有在中国境内代理销售过本次投标产品制造商的业绩，并提供业绩证明。

The bidder shall be the manufacturer or authorized agent of the bidded goods. If the bidder is the authorized agent, all the following requirements must be met:

1)  The manufacturer's sales mode is sales agent or distribution system; or the manufacturer has exclusive or designated agent in the specific region orindustry field. The Bidder shall provide corresponding supporting documents in the bidding document.

2)  The agent shall provide the Letter of Authority from manufacturer to agree to provide the goods in this Bid.

3)  The agent shall have sales performance of the manufacturer of the bidding goods in China and provide the documentary evidence.

 

（2）业绩要求：

Requirement for Bidder's reference:

投标人或投标人代理的制造商应具有额定流量大于等于5000m3/h、扬程大于等于160 米的吸附塔循环泵的销售业绩，合同签署日期为2010年1月1日至2017年12月31日。  

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：无价销售合同复印件（含相关技术附件）以及其他证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署日期、设备名称、额定流量和扬程。未提交业绩证明文件，或所提供的业绩证明文件无法验证合同签署日期、设备名称、额定流量和扬程，均视为无效业绩。 

The bidder or the manufacturer which the bidder agents shall have sales performance of adsorption tower pumparound pump with rated flow of 5000m3/h or above, differential head of 177m or above. The contract shall be signed between January 1, 2010 and December 31, 2017.

Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of un-priced sales contract(including technical appendix) and other evidentiary documents.  The evidentiary documents provided by Bidder shall as least demonstratethe contents as follows: Contract Signature Date, Equipment Name, rated flow and differential head.If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Contract signing Date, Equipment Name, rated flow and differential head, the relevant reference will be deemed unvalid.

 

3.有兴趣的投标人可通过以下方式获取招标文件：从2020年3月12日开始至2020年3月19日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System(https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from March 12, 2020 to March 19, 2020.For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding Documents which is non-refundable, Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid.

 

4.投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2020年4月7日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie,Dongcheng District, Beijing 100027, P. R.China at or before 9:30 am (Beijing Time) on April 7, 2020. Any bid beyond the requiredtime and date shall be subject for rejection.

Bid opening time: 9:30 am(Beijing Time) on April 7,2020.
