1．中国海洋石油集团有限公司采办部采购招标中心暨中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司委托，垦利16-1油田开发项目雨淋阀的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：

货物名称：雨淋阀橇（不含喷淋头）

数量： WHPA-DVS-6101 6寸 （均不含喷淋头）1套; WHPA-DVS-6102 8寸（均不含喷淋头）1套

交货期： 2021年2月24日（国内）或2021年2月9日（进口）

交货地点：中国天津塘沽（国内货物）或天津新港（进口货物）

 

2．业绩和资格要求：

投标人所投标的雨淋阀应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投产品应具有至少2个项目在海洋环境条件下（海洋石油平台或FPSO）运行2年及以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）且雨淋阀材质为Nickel Aluminum Bronze ASTMB148 C95800的业绩，并提供相应的书面材料（合同及调试验收报告、或合同及使用方出具的有效证明文件）。

 

3．主要技术要求：

1)  雨淋阀橇需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（CCS、DNV、 BV、 ABS 、LIoyd’s.）对雨淋阀橇进行检验并获得检验证书。

2)  所投雨淋阀产品型号应提供有效期内的FM或UL认证；

3)  所投雨淋阀产品型号应提供有效期内的由应急管理部消防产品合格评定中心颁发的消防产品认证证书；

4)    雨淋阀和蝶阀的材质必须是NickelAluminum Bronze ASTM B148 C95800；

5）雨淋阀上必须有调节雨淋阀下游管网压力的装置。

 

4．有兴趣的合格投标人可通过以下方式获取招标文件：

从2020年3月30日至2020年4月7日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。售后不退。如未在系统中领购招标文件，不可参加投标。本招标文件每套售价为2000元人民币或300美元，售后不退。

5．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2020年4月21日10:00时（北京时间）前递交至天津市滨海新区海川路2121号渤海石油管理局A座，在此时间后收到的投标文件恕不接受。

6．开标时间：定于2020年4月21日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。

7．开标地点：天津市滨海新区海川路2121号渤海石油管理局A座。

8. 本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。

1. Procurement& Tendering Center of CNOOC Procurement Dept. andCNCCC International Tendering Co., Ltd.(hereinafter called “TenderingAgent”), for and on behalf of CNOOC China Limited (hereinafter called"Purchaser") invites sealed bids from eligible bidders for the supplyof following equipment:

Delivery Schedule:

On or before Feb.24th,2021 (From within PRC)

Construction Site of Tanggu,Tianjin (From within PRC)Xingang Seaport ,Tianjin (From outside PRC)

 

2. Qualification requirement: The bidding deluge valveshall be a mature product for manufacturers, and the purchaser does not acceptthe new product. The deluge valve which the material is Nickel Aluminum BronzeASTM B148 C95800 shall have at least 2 projects in the marine environment(offshore oil platform or FPSO), and have been running for 2 years and above(from the date of signature of the commissioning and receiving report orrunning time issued by the user), and provide the corresponding writtendocuments (contract and commissioning/receiving report, or contract and validdocuments issued by user).

 

3. Maintechnical requirement:

l  The deluge valve skid shall be designed,manufactured, certified and tested in accordance with the requirements ofSafety Rules for Offshore Fixed Platforms. The product inspection certificatefor deluge valve skid shall be provided. The certifying agency shall be any oneof the certifying agencies approved by the China Offshore Oil Operation SafetyOffice (COOOSO), such as CCS, DNV, BV, ABS, or LIoyd’s;

l  The deluge valve shall be FM approved orUL listed;

l  The Certificate for Fire ProductCertification issued by China Certification Center for Fire products of MEM ofthe deluge valve shall be provided.

l  The material of deluge valve andbutterfly valve shall be Nickel Aluminum Bronze ASTM B148 C95800;

l  Pressure regulating device on the delugevalve shall be provided which can regulate the downstream pressure.
