1. 中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司委托，垦利16-1油田开发项目多相流量计的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：

交货期： 2021年1月23日（国内）或2021年1月8日（进口）

交货地点：中国天津塘沽买方指定地点（国内货物）或天津新港（进口货物）

项目概况：垦利16-1油田新建1座4腿井口平台KL16-1WHPA，井口物流经计量、加热后进入海底管道输送至KL10-4WHPA平台，与KL10-4WHPA平台所产物流一起输送至KL10-1WHPB平台，经由栈桥输送至KL10-1CEP进行处理，处理合格后的原油经由海管输送至KL3-2CEPA，然后输送至东营终端；脱出的天然气作为燃料供KL10-1CEP透平使用；脱出的生产水在KL10-1CEP处理合格后，经由KL10-4WHPA返输至KL16-1WHPA平台进行回注。

2. 资格标准和技术要求：

（1）投标人所投标的多相流量计应为制造厂家的成熟产品，买方不接受新试制产品。在投标截止日前十年内，投标人所投产品应具有至少1个项目在石油石化行业的业绩（该业绩处理能力不低于100m3/d），并提供相应的书面材料证明（书面材料是指：合同及相应交货验收单或合同及相应使用方出具的有效证明文件）。

（2）多相流量计需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。供应商应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS，LR,DNV，CCS，BV）对多相流量计整体进行检验并获得检验证书。

（3）对于分离式多相流量计，应提供满足本次投标设备的有效的特种设备设计许可证和制造许可证（压力容器）。

 未购买招标文件的投标不予接受。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2019年3月31日开始至2019年4月8日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。

 

4.投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年4月21日10：00时（北京时间）前递交至天津市滨海新区海川路2121号渤海石油管理局大厦A座（鉴于防疫期间，建议邮寄递交投标文件，大厦园区目前仅可接收顺丰快递，收件人：姚东方，联系电话：022-66501796），在此时间后收到的投标文件恕不接受。

 

5. 开标时间：定于2020年4月21日10:00时（北京时间）开标。 开标地点：天津市滨海新区海川路2121号渤海石油管理局大厦A座。

 

6.本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。

7. 投标人在投标前需在机电产品招标投标电子交易平台上完成注册。评标结果将在机电产品招标投标电子交易平台公示。

2.   Qualification Requirements:

★The Multiphaseflowmeter that VENDOR supplied should be mature products for manufacturers. Thenewly trial products is unacceptable. Since in recent 10 years to the biddeadline, the Multiphase flowmeter that VENDOR supplied should have at leastone project application the petroleum and petrochemical industry (theperformance’s processing capacity should be not lower than 100m3/d). The VENDOR shall provide thecorresponding written materials (written material refers to: the contract andthe delivery of acceptance OR the contract and the use of a valid certificateissued by the user).

★The VENDORshall conform that Multiple flowmeter will be designed, manufactured, certifiedand inspected in accordance with Safety Rules for Offshore Fixed Platforms. TheVENDOR shall provide the authorized third party certificate（DNV、BV、ABS、LR or CCS）.

★For separation type, the supplier shall supply the valid Manufacture License and DesignLicense of Special Equipment (pressure vessel) which satisfy the equipmentrequirement in this bidder.
