1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油炼化有限责任公司（以下称为“招标人”）委托，就中海石油宁波大榭石化有限公司馏分油改扩建项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as "the Tendering Agent”), entrusted by CNOOC OIL & PETROCHEMICALS CO., LTD.(hereinafter referred to as“Tenderee”), intends to purchase the Goods and the relevant services required under Distillate Revamp and Expansion project of CNOOC NINGBO DAXIE PETROCHEMICAL LTD by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

Overseas: Outside of PRC Ccustoms territory: Ningbo Port, Zhejiang, P.R.China.

  

2. 对投标人的资格和业绩要求：

Requirements for Qualificationand reference of Bidder:

1)  投标人若为投标产品的制造商代理，需取得制造商在中国的授权代理资质，投标时需提供有效期内的授权代理证明文件。投标人承诺投标的境外产品必须具有原产地商会证明文件。

If the bidder is the manufacturer's agent of the bidding product,it shall obtain the manufacturer'sauthorized agent qualification in China, and provide the certificate of authorized agent within the validity period when bidding. The overseas products that the bidder promises to bid must have the certificate of thechamber of Commerce of origin.

2)  是否接受联合体投标：不接受

3) 投标人必须提供产品制造商的GB/T 19001-2016/ISO-9001-2015 认证证书、《中华人民共和国特殊设备生产许可证》、防爆电子式仪表的国家授权防爆认证机构NEPSI、CQST 和PCEC 颁发的《产品防爆合格证》、防火认证。国家授权防爆认证机构也包括由国家认证认可监督管理委员会授权的国际权威认证机构，如：IECEx、ATEX 等。

投标人必须提供产品制造商的API607/6FA或等同的防火认证。

投标人必须提供产品制造商的TA-Luft 认证。

The bidder shall provide theproduct manufacturer's GB/T 19001-2016/ISO-9001-2015 certification, the"Special Equipment Production License of the People's Republic of China", and the nationally authorized explosion-proof certification agencies NEPSI,CQST,and "Product Explosion Certificate" issued by PCEC,fire certification. Nationally authorized explosion-proof certification bodies also include international authoritative certification bodies authorizedby the National Certification and Accreditation Supervision and Administration Commission, such as: IECEx, ATEX, etc.

The bidder shall provide theproduct manufacturer's API607/6FA or equivalent fire certification.

The bidder shall provide theproduct manufacturer's TA-Luft certification.

4) 业绩要求：
Requirementfor Bidder's reference:

投标人所投标产品在2010年1月1日-2020年01月01日期间（订单销售时间或合同签订时间），在中国境内有至少2个PP装置中与本次投标产品型号相同且运行2年以上的阀门应用业绩（要求2个项目业绩，同一项目提供多个合同视为一个业绩）。

投标人投标时，需提供以下证明文件：⑴销售订单的证明文件复印件或销售合同的关键页复印件，内容至少包含项目及装置名称（PP装置）、签订时间、产品型号、签署盖章页；和⑵用户使用证明或用户调试报告（证明已运行2年，用户调试报告签署日期为开始运行日期）。

未提交业绩证明文件，或所提供的业绩证明文件无法验证前述信息，均视为无效业绩。

The bidding products of the bidder during  1st January ,2010 to1st,January ,2020 ( Order sale time or contract sign time) . At least 2 PPdevices in China that have the same valve model as the bidding product and havebeen operating well for more than 2 years（Requires 2 project performances,providing multiple contracts for the same project as one performance）.

When bidding, the bidder shall provide the following supporting documents: ⑴ Copies of supporting documents of salesorder or key pages of sales contract, at least include the project and device name, date of signature,product model,signature and seal page; And,⑵ user'son-site commissioning report or user's certificate of use, including user contact number(to certify run for 2 years, the signauture date of user'son-site commissioning report should be deemed as run starting date.)

Failure to submit performancesupporting documents or failure to verify the above informationin the performance supporting documents provided shall be deemed as invalid performance.

 

3. 有兴趣的投标人可通过以下方式获取招标文件：从2020年4月03日开始至2020年4月13日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。

The interested Bidders may obtain thebidding document by following method: Please login at CNOOC Procurement Operation System(https://buy.cnooc.com.cn)on the page of Invitation for bid forpurchasing Bidding Document from April 03,2020 to April 13,2020. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding Documents which is non-refundable, Bidder may download theBidding Documents. Bidder fails to purchase Bidding Documents online isnoteligible to bid.

 

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2020年4月28日上午9:30（北京时间）前递交至浙江省宁波市北仑区大榭街道纬二路，中海石油宁波大榭石化有限公司综合楼4楼会议室。在此时间后收到的投标文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, Complex building, CNOOC NINGBO DAXIE PETROCHEMICAL LTD, Wei two Road,Daxie Street,Beilun District,NingboCity,Zhejiang Province,P.R.China ator before 9:30 am (Beijing Time) on April 28, 2020.Any bid beyond the requiredt ime and date shall besubject for rejection.
