1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司委托，渤中26-3油田扩建项目的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：

货物名称：溶解式加气浮选器

主要技术要求：

(1)      设备应为带有斜板的溶气式气浮选机；

(2)      溶气浮选机橇容量、设计压力和温度应符合下列要求：处理量70方/小时（每台），设计压力-2kPaG～FW+35kPaG，设计温度95℃；

(3)      气浮入口生产水含油量在不大于300mg/L，生产水悬浮物不大于100 mg/L的条件下，出口含油、出口悬浮物含量需满足≤50mg/L的要求。

数量： 1台

交货期： 2021年2月1日（国内）或2021年1月19日（进口）

交货地点：中国天津塘沽海工建造场地（国内货物）或中国天津港（进口货物）

 

2．业绩和资格要求：

（1）溶气浮选机橇块，投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的中国船级社（CCS）对气浮选机橇块设备整体进行检验并获得检验证书；

（2）投标人所投溶气浮选机橇产品应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投溶气式气浮应至少拥有两台套（单台处理量≥70m3/h）产品在海洋环境条件下（海洋平台或FPSO）上运行两年以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料证明（书面材料是指：合同及调试验收报告或合同及使用方出具的有效证明文件）；上述文件中如未包含溶气气浮机橇所在设施的名称及使用方信息，投标人应提供有效说明文件。

 

3．有兴趣的合格投标人可通过以下方式获取招标文件：

从2020年4月3日至2020年4月13日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。售后不退。如未在系统中领购招标文件，不可参加投标。本招标文件每套售价为2000元人民币或300美元，售后不退。

4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2020年4月24日10:00时（北京时间）前递交至天津市滨海新区海川路2121号渤海石油管理局大厦A座（鉴于防疫期间，建议邮寄递交投标文件，大厦园区建议使用顺丰快递或EMS快递，收件人：王喆，联系电话：022-66502503），在此时间后收到的投标文件恕不接受。

5．开标时间：定于2020年4月24日10:00时（北京时间）开标。开标地点：天津市滨海新区海川路2121号渤海石油管理局大厦A座。

6. 本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。 

7. 投标人在投标前需在机电产品招标投标电子交易平台上完成注册。评标结果将在机电产品招标投标电子交易平台公示。

1. CNCCCInternational TenderingCo., Ltd.(hereinafter called “TenderingAgent”), for andon behalf of CNOOC China Limited(hereinafter called"Purchaser") invites sealedbids fromeligiblebidders for the supply offollowing equipment:

Name of Goods: Floatation Cell Skid

Maintechnical requirement:

★  The equipment shall be the dissolved gas corrugated plate floator;

★  The capacity, design pressure and temperature of the skid shouldmeet the following requirements: Capacity: 70m³/h(each), Design pressure -2kPaG~FW+35kPaG,Design temperature: 95℃.

★  According to oil content of inlet is below 300 mg/L & suspendsolid content of inlet is below 100 mg/L，the outletof oil content and suspend solid content shall meet the following requirements:≤50mg/L.

 

Qty: ONE SET

DeliverySchedule:

On or before Feb.1st,2021(From within PRC);

On or before Jan.19th,2021 (From outside PRC).

 

Destinationof delivery:

Construction Site of Tanggu,Tianjin(From within PRC);

Tianjin Seaport(From outside PRC)

 

2. Qualificationrequirement:

★ The Suppliershall at his own cost arrange inspection and obtain inspectioncompliancecertificate of The Floatation Cell Skid from one of thecertifying agenciesauthorized by COOOSO, which is CCS.

★ The Dissolved Gas Floatation Skid shall be the mature product of manufacture,The unused prototype equipment shall not be acceptable. The Supplier's biddingproduct shall have at least two similar sets (capacity is equal or greater than70 m3/h) experiences in marine environment (offshore platform or FPSO), whichrunning for more than 2 years (from the date of commissioning acceptance reportor the certificate issued by the applicant). The Supplier shall provide relatedwritten material (contract or commissioning acceptance report and validdocumentary evidence supplied by the user).If those documents do not containwhich facility the product is located, or the user’s information, the suppliershall provide valid supporting paper.
