1、中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司委托，旅大5-2北油田开发项目螺杆泵的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：

电脱供给泵：3台套，排量：82m3/h；入口压力：140kpaG，出口压力：850 kpaG

交货期： 2021年6月25日（国内）或2021年6月1日（进口）

交货地点：

国内：山东省烟台龙口市浅海经济开发区胜利油建公司龙口海工建造基地。

进口：CIF天津新港港口

项目概况：旅大5-2北油田开发项目拟新建一座四腿钢结构导管架井口热采平台WHPA、新建一座四腿钢结构导管架生产支持平台PAP，两座平台栈桥连接，新建一条从LD5-2N WHPA至SZ36-1 CEPN的3.9公里10″/16″双层保温混输海管、新建一条从SZ36-1 CEPN至LD5-2N PAP的3.9公里4″输气海管、新建一条从SZ36-1CEPN至LD5-2N PAP的3.9公里输电海缆。LD5-2N WHPA平台共设有36个井槽，包含26口生产井，2口水源井，原油处理系统、热采锅炉、原油计量、外输系统等；LD5-2N PAP平台，设有生活楼、中控室、燃料气系统、锅炉给水处理系统等。

2.资格标准：

（1）螺杆泵需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS, LIoyd‘s, DNV,CCS，BV）对泵设备整体进行检验并获得检验证书。

投标人所投标设备应为制造商（泵成橇商和泵生产厂家为同一家）的成熟产品，买方不接受新试制产品。制造商应具有至少2台螺杆泵橇（限2010 年1 月1 日之后签订的合同，双螺杆泵、泵排量≥80 m3/h、压力≥3.1 MPa）在海洋环境条件下（海洋石油平台或FPSO）运行2年及以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料（合同及调试验收报告或合同及使用方出具的有效证明文件）；上述文件中如未包含设备所在设施的名称及使用方信息，投标人应提供有效说明文件。

未购买招标文件不可以参加投标。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2020年4月8日开始至2020年4月15日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。 

4.投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年4月29日10：00时（北京时间）前递交至天津市滨海新区海川路2121号渤海石油管理局大厦A座（鉴于防疫期间，建议邮寄递交投标文件，大厦园区目前仅可接收顺丰快递，收件人：马晓明，联系电话：022-66502608/18698151090），在此时间后收到的投标文件恕不接受。

5. 开标时间：定于2020年4月29日10:00时（北京时间）开标。 开标地点：天津市滨海新区海川路2121号渤海石油管理局大厦A座。

6.本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。

Project Description: LD5-2N Oil Field DevelopmentProject is proposed to build a new four leg steel structure jacket wellheadthermal production WHPA platform, a new four leg steel structure jacketproduction support PAP platform, two platform trestle connections, a new 3.9km10″/16″double-layer insulation mixed sea pipeline from LD5-2NWHPA to SZ36-1 CEPN, New 3.9km 4″gas pipeline from SZ36-1 CEPN to LD5-2N PAP, Build a 3.9 kmpower transmission submarine cable from SZ36-1 CEPN to LD5-2N PAP. LD5-2N WHPAplatform is equipped with 36 well slots, including 26 production wells, 2 watersource wells, crude oil treatment system, thermal recovery boiler, crude oilmetering, export system, etc. LD5-2N PAP platform is equipped with livingbuilding, central control room, fuel gas system, boiler water supply treatmentsystem, etc.

2.   Qualification Requirements:

★The screw Pump Skids shall be designed, manufactured,certified and tested in accordance with the requirements of Safety Rules forOffshore Fixed Platform Issued by State Economic & Trade Commission. PRC（SETC）. Supplier shall at his own cost arrange inspection andobtain inspection compliance certificate of Pump Skids from one of thecertifying agencies authorized by COOOSO, which are ABS, LIoyd's, DNV,CCS，BV.

★The provided by VENDOR shall be the mature products of themanufacturers（Pump skid supplier and pumpmanufacturer are the same）, The newly trial products would not been accepted. The screwPump Skids（Limited to signing thecontract after January 1,2010, Double screw pump 、Capacity ≥80 m3/h. pressure ≥3.1MPa） provided by VENDOR shall have at least 2 sets of twoyears or more of successful performance（From the signature date  of the commissioning acceptancereport or the certificate of operation time issued by the user） of  the in the marine environment（offshore oil platform or FPSO）. The VENDOR Shall provide the relevant supportingdocuments（contract and commissioningacceptance report or contract and the effective certificate issued by the user）. If the name of the facility and the user'sinformation are not included in the above documents, the bidder shall providethe valid documentation.
