1.中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海油惠州石化有限公司（以下称为“招标人”）委托，就中海油惠州石化有限公司2200万吨/年炼油产品结构优化及质量升级项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafterreferred to as “the Tendering Agent”), entrusted by CNOOC Huizhou Petrochemicals Company Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under 22,000 KTA Refinery Product Structure Optimization and Quality Upgrade Project of CNOOC Huizhou Petrochemicals Company Limited by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

境内货物：大亚湾石化区项目现场

For goods within the PRC customs territory: Project Sitein Daya Bay Petrochemical Zone

境外货物：CIF中国深圳盐田港

For goods outside the PRC customs territory: CIF Yantian Seaport, Shenzhen, P. R. China

 

 

2.对投标人的资格和业绩要求：

Requirements for Qualification and reference of Bidder:

 

（1）资格要求

Requirements for Qulification of Bidder

 

投标人应为所投货物的制造商或授权代理商。如果投标人是代理商，则须提供制造商有效授权书。

The bidder shallbe the manufacturer or agent of bid goods. If the bidder is an agent,it shall provide a valid Letter of Authority from Manufacturer.

（2）业绩要求：

Requirement for Bidder's reference:

投标货物的制造商应具有DN300的用于AXENS工艺的PX装置吸附塔程控阀的销售业绩，合同签署日期为2009年1月1日至2018年12月31日。

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：无价销售合同复印件（含相关技术附件）以及其他证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署日期、装置名称（AXENS工艺的PX装置）、设备名称（吸附塔程控阀）和阀门尺寸规格（DN300）。未提交业绩证明文件，或所提供的业绩证明文件无法验证合同签署日期、装置名称（AXENS工艺的PX装置）、设备名称（吸附塔程控阀）和阀门尺寸规格（DN300），均视为无效业绩。

The manufacturer of bid goods shall have Pneumatic On/off Valve(s) with size DN300 sales performance for Adsorbent tower of AXENS's process PX plant. The contract shall be signed between January 1, 2009 and December 31, 2018.

Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of un-priced sales contract (including technical appendix) and other evidentiary documents.  The evidentiary documents provided by Bidder shall as least demonstratethe contents as follows: Contract Signature Date, Plant Name(AXENS's process PX Plant), Equipment Name(Pneumatic On/off Valves for Adsorbent tower) and Valve Size (DN300).If no documentary evidence furnished, ordocumentary evidence furnishedcan not demonstrate Contract signing Date, Plant Name(AXENS's process PX Plant), Equipment Name(Pneumatic On/off Valves for Adsorbent tower) and Valve Size (DN300), therelevant reference will be deemed unvalid.

 

3.有兴趣的投标人可通过以下方式获取招标文件：从2020年4月14日开始至2020年4月21日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。

The interested Bidders may obtain the bidding document by followingmethod: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from April 14, 2020 to April 21, 2020. For the first time of login, a registration(free of charge) is needed and only after successful registration, Bidder canpurchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB2000.00 or USD 350.00 foreach copy of Bidding Documents which isnon-refundable, Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid.

 

4.投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2020年5月11日上午9:30（北京时间）前递交至广东省惠州市大亚湾区澳头石化大道中426号海油大厦5楼会议室。在此时间后收到的投标文件恕不接受。

The deadline and place for submission of bid: All bids must beaccompanied by a bid security as specified and must bedelivered to 5th floor meeting room, CNOOC Tower, No. 426 MiddlePetrochemical Avenue, Daya Bay District, Huizhou City, Guangdong, P. R. China, P. R.China at orbefore 9:30 am (Beijing Time) on May 11, 2020. Any bid beyond the requiredtime and date shall be subject for rejection.

Bid opening time: 9:30 am (Beijing Time) on May 11,2020.
