1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司委托，旅大5-2北油田I期开发项目的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：

货物名称：静电聚结分离器橇

主要技术要求：

(1) 静电聚结分离器橇满足危险区域要求CLASS I, ZONE 2, GROUP IIA。

(2)  静电聚结分离器橇应能在至少5000V及以上的电场电压下稳定运行。

（3）静电聚结分离器的罐底除砂装置可在线除泥砂，需选用：旋流喷射自吸装置。

数量：4台

交货期：2021年4月28日（国内）或2021年4月14日（进口）

交货地点：

国内：

WHPA-X-2002A/B：山东省烟台龙口市浅海经济开发区胜利油建公司龙口海工建造基地；

CEPN-X-2011A/B：天津、烟台或者葫芦岛。

国外：中国天津港（进口货物）。

资金到位或资金来源落实情况：企业自有资金，已落实。

2．业绩和资格要求：

（1）静电聚结分离器橇需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS, LIoyd‘s, DNV,CCS，BV）对静电聚结分离器橇设备整体进行检验并获得检验证书。

（2）投标人所提供的旋流喷射自吸装置应为制造商的成熟产品，买方不接受新试制产品。投标人所提供的旋流喷射自吸装置至少有2个项目（限2010年1月1日之后签订的合同，旋流喷射自吸装置）在海洋石油平台或FPSO上成功应用的业绩，并提供相应的书面材料证明（书面材料是指：合同及调试验收报告，或合同及使用方出具的有效证明文件）。上述文件中如未包含设备所在设施的名称及使用方信息，投标人应提供有效说明文件。

（3）投标人所提供的静电聚结分离器橇应为制造厂家的成熟产品，买方不接受新试制产品。制造商需提供至少2个项目（限2010年1月1日之后签订的合同，静电聚结分离器：入口含水率大于90%，运行电压大于5000V）在石油石化行业上成功应用或成功试验业绩，并提供相应的书面材料证明（书面材料是指：合同及调试验收报告，或合同及使用方出具的有效证明文件）。上述文件中如未包含设备所在设施的名称及使用方信息，投标人应提供有效说明文件。

未购买招标文件不可以参加投标。

3．有兴趣的合格投标人可通过以下方式获取招标文件：

从2020年5月19日至2020年5月26日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。售后不退。如未在系统中领购招标文件，不可参加投标。本招标文件每套售价为2000元人民币或300美元，售后不退。

4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2020年6月9日10:00时（北京时间）前递交至天津市滨海新区海川路2121号海洋石油大厦A座（鉴于防疫期间，建议邮寄递交投标文件，大厦园区建议使用顺丰快递或EMS快递，收件人：王喆，联系电话：022-66502503），在此时间后收到的投标文件恕不接受。

5．开标时间：定于2020年6月9日10:00时（北京时间）开标。开标地点：天津市滨海新区海川路2121号海洋石油大厦A座。

6. 本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。 

7. 投标人在投标前需在机电产品招标投标电子交易平台上完成注册。评标结果将在机电产品招标投标电子交易平台公示。

Maintechnicalrequirement:

★  The Electrostatic Coalescence Separator Skid shall be explosionproof type, and satisfy the hazardous area classification: Class I, Zone 2,Group IIA.;

★    The electrostatic coalescing separator skid shall be able to operate stably under the electric field voltage of at least 5000v and above.

★ The desanding device at the bottom of the electrostatic coalescing separator can be used for on-line Desanding, and it needs to be selected: swirl jet self-priming device.

Qty: FOUR SETS

Delivery Schedule:

On or before April.28th,2021(From within PRC);

On or before April.14th,2021(From outside PRC).

2. Qualificationrequirement:

  (1)The ElectrostaticCoalescence Separator Skid shall be designed, manufactured, certified andtested in accordance with the requirements of Safety Rules for Offshore FixedPlatform Issued by State Economic &Trade Commission. PRC（SETC）.Supplier shall at his own cost arrange inspection and obtain inspectioncompliance certificate of the Electrostatic Coalescence Separator Skid from oneof the certifying agencies authorized by COOOSO, which are ABS, LIoyd's,DNV,CCS，BV.

  (2)The swirljet self-priming device provided by VENDOR shall be the mature products of themanufacturers, The newly trial products would not been accepted. The swirl jetself-priming device provided by VENDOR shall have at least two projects(Limitedto signing the contract after January 1,2010, the swirl jet self-primingdevice)  of successful performance (from the date of commissioningacceptance report or the certificate issued by the applicant) on the marineenvironment（offshore oil platform or FPSO）. TheVENDOR shall provide the relevant supporting documents (contract and commissioningacceptance report or contract and the effective certificate issued by theuser). If the name of the facility and the user's information are not includedin the above documents, the bidder shall provide the valid documentation. 

(3)TheElectrostatic Coalescence Separator Skid provided by VENDOR shall be the matureproducts of the manufacturers, the newly trial products would not beenaccepted. The manufacturers shall have at least two projects(Limited to signingthe contract after January 1,2010, the Electrostatic Coalescence SeparatorSkid: the water content at the inlet is greater than 90%, and the operatingvoltage is greater than 5000 V) successful performance Or successful test onPetroleum and petrochemical industry. The VENDOR shall provide the relevantsupporting documents (contract and commissioning acceptance report or contractand the effective certificate issued by the user). If the name of the facilityand the user's information are not included in the above documents, the biddershall provide the valid documentation.
