项目概况：

涠洲11-2油田二期位于涠洲岛西南，南海北部湾海域内。新建1座4腿WZ11-2 WHPC平台开发涠洲11-2油田二期，共设有12个井槽，其中4个单筒双井，采用自升式钻井船进行钻修井作业。WZ11-2 WHPC平台设置气液分离设施，分离出的液相经外输泵增压后输送至WZ6-9/6-10WHPA平台，与WZ6-9/6-10 WHPA平台生产物流混合后最终输送至WZ12-1PUQB平台。为减少依托海管的腐蚀，WZ11-2 WHPC平台分离出的气去火炬放空。注水通过高压海底管道从WZ6-9/6-10 WHPA输送至WZ11-2 WHPC。平台不设主电站和应急机，所需电力引自WZ6-9/6-10 WHPA平台。

主要技术参数：

1）  控制系统PCS系统应基于DCS进行设计，控制器、通信模块、电源模块(包括控制器和 I/ O模块的电源变压器和其他供电设备)、控制系统以太网、网络交换机、网络电缆、数据通信总线、数据存档和其他必要的硬件必须冗余。

2）  远程SIS、SIS1和SIS2系统必须为故障安全型系统，必须具有容错、自诊断能力。

3）  远程SIS、SIS1和SIS2系统控制器模块、 I/ O模块、通信模块、电源模块(包括电源变压器、电源整流器和其他供电设备等)、控制系统以太网、网络交换机、网络电缆、数据通信总线、数据存档设备和其他必要的硬件必须冗余。

4）  远程 SIS、 SIS1和 SIS2系统必须满足SIL3 / TUV AK-6。

5）  远程 SIS、 SIS1和 SIS2系统能够监测每个I / O 通道的短路故障和每个 I/ O卡的接地故障，并将其显示为故障报警。远程 SIS，SIS1和 SIS2系统应该能够监测每个 DIS I / O卡的开路短路故障。

6）  当考虑最大 I/O (包括30% 已安装的备用 I/ O 部分和30%未来 I / O 部分)时，控制器的负载不得超过50% 。 在最大情况下，控制网络和数据总线的负载不得超过50% 。

7）  PCS系统的AI /AO 通道应该等于或少于十六(16)点。远程SIS、SIS1和SIS2 AI /AO应该等于或小于三十二(32)点。PCS系统、远程SIS、SIS1和SIS2 DI/DO通道数应该等于或小于三十二(32)点。对于PCS，AI/AO模块应该支持4-20mA+ HART协议。 对于远程SIS、 SIS1和SIS2 AI模块应该支持4-20mA + HART 协议。

8）  所有远程SIS、SIS1和SIS2数字输出卡为电磁阀必须输出500毫安电流在每个通道在同一时间，每块卡的总通道数量不得超过8点。

9） 为远程SIS、SIS1和 SIS2系统提供冗余安全控制网络。

2.资格标准：

1)投标人必须是PCS和SIS系统的制造商。系统供货商应是专业的，其所提供的产品应是已在石油化工相关领域使用且被证明是安全可靠的。

2)业绩要求：投标人所投中控系统具有十年内（2010年1月1日起）在石油石化行业至少有2台套（每台套业绩PCS系统2000硬点以上或SIS系统2000硬点以上）调试成功后运行2年以上的业绩，并提供合同复印件（或订单“国外设备为订单形式”）和设备产品机型稳定运行2年（含）以上良好的证明文件（最终接收证书或最终调试报告或用户运行证书），证明文件中需要包括设备名称、设备主要技术参数、用户签名、用户所在地国家（地区）等信息。未经使用的新试制产品, 买方是不能接受的。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：
从2020年5月29日开始至2020年6月8日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。未在本系统领购招标文件，不得参加投标。
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2020年6月22日10:00时（北京时间）前邮寄至北京市东城区东直门外小街6号海油大厦4层六会议室（鉴于防疫期间，建议邮寄递交投标文件，大厦园区目前仅可接收顺丰快递，收件人：张春英，联系电话：010-84527951），在此时间后收到的投标文件恕不接受。。
5. 开标时间：定于2020年6月22日10:00时（北京时间）开标。 开标地点：北京市东城区东直门外小街6号海油大厦4层第六会议室。
6. 本次招标公告同时在机电产品招标投标电子交易平台（以下简称“电子交易平台”，网址http://www.chinabidding.com）上发布。

7. 投标人在投标前需在机电产品招标投标电子交易平台上完成注册。评标结果将在机电产品招标投标电子交易平台公示。

Overview:
Weizhou11-2 oil field phase II is located southwest of Weizhou Island, in theBeibu Gulf, South China Sea. The new WZ11-2 WHPC with 4 legs is used to developWeizhou11-2 oil field phase II. There are 12 slots, including 4 slots withtwin-well, using self-lifting drilling rig to drilling and workover.The WZ11-2WHPC is equipped with a production separator to process the fluid produced bythis platform. The separated liquid phase is transported by pump to the inletof the WZ6-9/6-10 WHPA subsea pipeline, mixed with WZ6-9/6-10 WHPA liquid andfinally enter WZ12-1 PUQB, all liquid will treated in WZ12-1 PUQB. In order toreduce the corrosion of the relying sea pipeline, The separated gas of WZ11-2WHPC is sent to the flare system. The inject water is transported to WZ11-2WHPC from WZ6-9/6-10 WHPA by a new high-pressure subsea pipeline. The platformdoes not have a main power station and Emergency power station, and therequired power is taken from the WZ6-9/6-10 WHPA.

Technical parameters:

1)        PCS shall be DCS based, and shall be redundant for controller,communication module, power module (Including the power transformers and otherpower supply devices for both controller and I/O module), Control systemEthernet, net switch, net cable, data communication bus, data archiving andother hardware necessary.

2)        The Remote SIS, SIS1 and SIS2 System shall be a redundant, fail-safesystem, fault tolerant, self-testing diagnostic system.

3)        Redundancy for Remote SIS, SIS1 and SIS2 shall be provided forcontroller modules, I/O modules, communication modules, power module (Includingthe power transformers, power rectifiers and other power supply devices etc.)control system Ethernet, net switch, net cable, data communication bus, dataarchiving devices and other hardware necessary.

4)        The Remote SIS, SIS1 and SIS2 system must meet the SIL 3/ TüVAK-6.

5)        The Remote SIS, SIS1 and SIS2 system shall be able to monitor theshort fault for each I/O channel and grounding fault for each I/O card, and allof these can be displayed as fault alarms. The Remote SIS, SIS1 and SIS2 systemshould be able to monitor the open short fault for each DIS I/O card.

6)        The loading of controller shall not exceed 50% when the maximumI/O (including 30% installed spare I/O parts and 30% future I/O parts) areconsidered. The loading of control network and data bus shall not exceed 50% inthe maximum case.

7)        AI/AO channels of PCS shall be equal or less than sixteen(16).AI/AO channels of Remote SIS, SIS1 and SIS2 shall be equal or less thanthirty-two (32). DI/DO channels of PCS/Remote SIS/SIS1/SIS2 shall be equal orless than thirty-two (32). For PCS, AI/AO module shall support 4-20mA+HARTprotocol. For Remote SIS, SIS1 and SIS2, AI module shall support 4-20mA+HARTprotocol.

8)        All the Remote SIS, SIS1 and SIS2 digital output cards forsolenoid valves must output a current of 500mA minimum per channel at sametime. The total channels quantities with this requirement per card shall be notmore than 8.

9)     Redundant Safety Control Network for Remote SIS, SIS1 and SIS2system shall be provided.

 

2.Qualification Requirements:

1)        The Bidder should be the manufacturer of PCS and SIS systems. Thesystem supplier shall be professional and the products provided shall be usedin the relevant fields of petrochemical industry and proven to be safe andreliable.

2)       Performance Requirements：The hardware andsoftware of the central control system put in by the bidder has a performanceof at least 2 sets (each set ofperformance PCS system 2000 hard point above or SIS system 2000 hard pointabove) in the petroleum andpetrochemical industry within 10 years (from January 1,2010) , and to provide acopy of the contract (or the order "foreign equipment in the form of anorder") and the equipment product type stable operation for 2 years(including) above good documentation (final acceptance certificate or finalcommissioning report or user operation certificate) , the certificationdocuments should include the name of the equipment, the main technicalparameters of the equipment, Usersignature, the country (region)where the users are located, etc. . The buyer can not accept the new trialproduct that has not been used.
