1.中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司天津分公司委托秦皇岛32-6、曹妃甸11-1油田群岸电项目中控系统（扩容）的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：

货物名称：中控系统

数量： 2套 （PCS/ESD/FGS系统各2套）

交货期： 2021年1月16日（国内）或2021年1月1日（进口）

交货地点：中国天津塘沽买方指定地点（国内货物）或天津新港（进口货物）

项目概况：秦皇岛32-6油田位于渤海中部海域，该油田经历过2次开发，第一次开发主要工程设施包括WHPA/B/C/D/E/F六座井口平台、一条FPSO及相关海管海缆，并于2001年投入使用；第二次开发主要工程设施包括CEPI/J两座中心处理平台、WHPG/H两座井口平台、及相关海管海缆，并于2014年投入使用。依托两个中心平台CEPI/CEPJ进行扩容开发，拟新建2座平台、1条注水海管和5条海底电缆，并对已有设施进行相关改造。

2.资格标准：

（1）投标人应是所投产品DCS或SIS系统的制造商，如投标商不是所投产品DCS或SIS系统的制造商则投标人应获得制造商直接授予的唯一代理权（不接受二次授权商作为投标人）或者投标人与本次投标产品的制造商签有有效期内的战略协议（中海油系统内项目投标及集成授权），并且投标人具有海洋环境下（海上平台/海上桩基式移动生产储油装置或FPSO）至少2个项目的合同业绩。

（2）在投标截止日前十年内，投标人本次投标所使用产品DCS及SIS系统必须具有海洋环境下（海上平台/海上桩基式移动生产储油装置或FPSO）至少1个项目成功运行2年以上业绩，并提供相应的书面材料（书面材料是指：合同及相应调试验收报告或合同及相应使用方出具的有效证明文件）；上述文件中如未包含中控系统所在设施的名称及使用方信息，投标人应提供有效说明文件。

（3）中控系统设备需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS,LIoyd’s,DNV,CCS，BV）对中控系统整体进行检验并获得检验证书。

（4）投标商应在投标文件中提供有效的证书(包括有效期内的质量管理体系证书、SIL证书及报告或LIST清单、防护证书)。

（5） 未购买招标文件不可以参加投标。

 

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2020年6月28日开始至2020年7月3日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。 

 4.投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2020年7月21日10：00时（北京时间）前递交至天津市滨海新区海川路2121号海洋石油大厦A座（鉴于防疫期间，建议邮寄递交投标文件，大厦园区目前仅可接收顺丰快递，收件人：赵爽，联系电话：022-66502607），在此时间后收到的投标文件恕不接受。

 5. 开标时间：定于2020年7月21日10:00时（北京时间）开标。 开标地点：天津市滨海新区海川路2121号海洋石油大厦A座。 

6.本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。

7. 投标人在投标前需在机电产品招标投标电子交易平台上完成注册。评标结果将在机电产品招标投标电子交易平台公示。

Project Description:The QHD 32-6 oil field is located in the middle ofBOHAI bay sea area, The oil field has been developed into two phases. Phases 1:The main facilities include six wellhead platforms (WHPA/B/C/D/E/F), one FPSO withone SPM and relevant subsea pipelines and subsea cables, which was put intoproduction in year 2001.Phases 2: The main facilities include two centralplatforms (CEPI/J), two wellhead platforms (WHPG/H) and relevant subseapipelines and subsea cables, which was put into production in year 2014. one central platformCEPL bridge-linked with CEPJ and relevant subsea pipelines and subsea cables.

2.   QualificationRequirements:

1）Biddersshould be cast products by DCS or SIS system manufacturers, such as the tenderis not cast products by DCS or SIS system, the maker of the bidder shall obtainmanufacturers directly granted the sole agency (do not accept second licenseesas a bidder) or the bidder with the bidding products made of signing in theperiod of validity of strategic agreement (authorization) in project biddingand cnooc system integration, and the bidder has the Marine environment,Marine/offshore platform pile foundation type mobile production storage deviceor FPSO) train at least two project contract performance.

2）Ten years prior to the deadline, thebidders bid products used by the DCS and SIS system must have a Marineenvironment, Marine/offshore platform pile foundation type mobile productionstorage device or FPSO) train at least 1 project successfully run more than 2years of performance, and provide the corresponding written material (writtenmaterial refers to: the contract and the corresponding debugging acceptancereport or contract and use the effective certificate) issued by the party;Ifthe above documents do not contain the name and user information of thefacility where the central control system is located, the bidder shall providevalid description documents.

3）The central control system equipment shall be designed, manufactured, certified andinspected in accordance with the requirements of the Offshore Fixed PlatformSafety Rules.The bidder shall entrust the classification society (ABS, LIoyd's,DNV,CCS, BV) approved by COOOSO to inspect the central control system as awhole and obtain the inspection certificate.

4）The bidder shall provide valid certificates (including quality management systemcertificate, SIL certificate and (report or LIST LIST), protection certificate,etc.) in the tender documents
