项目概况：

涠洲11-2油田二期位于涠洲岛西南，南海北部湾海域内，水深约为33~36 m。新建1座4腿WZ11-2 WHPC平台开发涠洲11-2油田二期，共设有12个井槽，其中4个单筒双井，采用自升式钻井船进行钻修井作业。WZ11-2 WHPC平台设置气液分离设施，分离出的液相经外输泵增压后输送至WZ6-9/6-10WHPA平台，与WZ6-9/6-10 WHPA平台生产物流混合后最终输送至WZ12-1PUQB平台。为减少依托海管的腐蚀，WZ11-2 WHPC平台分离出的气去火炬放空。注水通过高压海底管道从WZ6-9/6-10WHPA输送至WZ11-2 WHPC。平台不设主电站和应急机，所需电力引自WZ6-9/6-10 WHPA平台。

主要技术参数：

1） 计量装置最低精度要求为：整体液相精度不低于+/-5%，气相精度不低于+/-10%，水不低于+/-2%；

2）计量装置的量程范围按照下表数据进行设计，需满足所有单井产量上、下限要求，测量范围并考虑20%余量。

 

3）计量装置的连接尺寸为6”、压力等级1500#、设计温度132℃和所有仪表的材料应为316SS或更好。

交货期/交货地点：

交货期：中标通知发出后6个月。

交货地点（国内）：广东省湛江市坡头区合众建造场地。

交货地点（国外）：DAP中国湛江港。
2.资格标准：

1) 供应商应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS，LR,DNV，CCS或BV）对多相流量计整体进行检验并获得检验证书。

2) 业绩要求：计量装置具有十年内（自2010年1月1日起）在石油行业至少有2台套调试成功后运行2年(含)以上的业绩，并提供合同复印件或订单和设备产品机型稳定运行2年（含）以上良好的证明文件（最终接收证书或最终调试报告或用户运行证书），证明文件中需要包括设备名称、设备主要技术参数、用户名单、用户所在地国家（地区）等信息。买方不接受未经使用的新试制产品。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：
从2020年7月8日开始至2020年7月17日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。未在本系统领购招标文件，不得参加投标。

Overview:
Weizhou11-2 oil field phase II is located southwest of Weizhou Island, intheBeibu Gulf, South China Sea, with a water depth of approximately 33~36m.Thenew WZ11-2 WHPC with 4 legs is used to develop Weizhou11-2 oil field phaseII.There are 12 slots, including 4 slots with twin-well, usingself-liftingdrilling rig to drilling and workover.The WZ11-2 WHPC is equippedwith aproduction separator to process the fluid produced by this platform.Theseparated liquid phase is transported by pump to the inlet of theWZ6-9/6-10WHPA subsea pipeline, mixed with WZ6-9/6-10 WHPA liquid and finallyenterWZ12-1 PUQB, all liquid will treated in WZ12-1 PUQB. In order to reducethecorrosion of the relying sea pipeline, The separated gas of WZ11-2 WHPC issentto the flare system. The inject water is transported to WZ11-2 WHPCfromWZ6-9/6-10 WHPA by a new high-pressure subsea pipeline. The platform doesnothave a main power station and Emergency power station, and the requiredpoweris taken from the WZ6-9/6-10 WHPA.

Technical parameters:

1)     The minimumaccuracy requirements of the metering deviceis: the overall liquidphase accuracy should not be lower than +/-5%, the gasphase precision shouldnot be lower than +/-10%, and the water accuracy shouldnot be lower than+/-2%.

2)     The measuringrange of the metering device shall be designedaccording to the data in thefollowing table and the data in the multiphaseflowmeter. It shall meet therequirements of the upper and lower limits ofproduction per well, measure therange and consider the 20% margin.

 

3)    The meteringdevice connection size 6“， pressurerating 1500# ，Design temperature 132℃ and the material of all instruments shallbe 316SS or better.

2.Qualification Requirements:
1)The supplier shallentrust the multi-phase flow meters to be inspected as awhole and obtain theinspection certificate by the ABS (Lr, DNV, CCS or BV) approved by the StateAdministration of Work Safety.

2)Performance：Biddersfor metering device have nearly 10 years (since January1,2010) in theoil industry for at least 2 sets debugging after a successfulrun more than 2years (including) performance, and provide the copy of thecontract or orderproducts and equipment for stable operation of 2 years orabove good documents (final acceptance certificate or final debugging report oruser operationcertificate), documentation needs to be included in theequipment name, maintechnical parameters, the user list, user home country (region),and otherinformation. The buyer will not accept new trial products which havenot beenused.
