1.中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海油惠州石化有限公司（以下称为“招标人”）委托，就中海油惠州石化有限公司2200万吨/年炼油产品结构优化及质量升级项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as“the Tendering Agent”), entrusted by CNOOC Huizhou Petrochemicals Company Limited(hereinafter referred to as“Tenderee”), intends to purchase the Goods and the relevant services required under 22,000 KTA Refinery Product Structure Optimization and Quality Upgrade Project of CNOOC Huizhou Petrochemicals Company Limited by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

Name of Goods: Reaction feed pump and lean amine pump for 1600 KTA Hydrocracking Plant

数量：5台套

Quantity:Five sets

规格：BB5型反应进料泵温度为130℃、额定流量为273 m³/h、扬程为2253米；BB5型贫胺液泵温度为60℃、额定流量为135 m³/h、扬程为1734米；BB5型液力透平温度为50℃、额定流量为117m³/h、扬程为2071米。

Specification:BB5 reaction feed pump is 130℃ temperature, 273 m³/h rated flow and 2253m head; BB5 lean amine pump is 60℃ temperature, 135m³/h rated flow and 1734m head; BB5 hydraulic turbine is 50℃ temperature, 117 m³/h rated flow and 2071m head.

交货期Delivery Schedule:

境内货物：合同签订后60周（货到项目现场时间）

For goods within the PRC customs territory：within 60 weeks after signing the contract (arrival date to the jobsite)

境外货物: 合同签订后60周（提单发货时间）

For goods outside the PRC customs territory: within 60 weeks after signing the contract (departure date on the Bill of Lading)

交货地点Destination of delivery：

境内货物：大亚湾石化区项目现场

境外货物：境外主要基本港

2.对投标人的资格和业绩要求：

Requirements for Qualification and reference of Bidder:

（1）资格要求

Requirements for Qulification of Bidder

投标人应为所投货物的制造商。本次招标不接受代理商投标。

The bidder shall be the manufacturer of bid goods. Bid by Agent is not accepted.

（2）业绩要求：

Requirement for Bidder's reference:

截止到2017年12月31日，投标人的以下三种泵应均具有至少两套新建加氢裂化装置的销售业绩：

1)温度≥120℃、额定流量≥260m/h、扬程≥2100m的BB5型反应进料泵；

2)温度≥55℃、额定流量≥130m/h、扬程≥1600m的BB5型贫胺液泵；

3)温度≥50℃、额定流量≥100m/h、扬程≥2000m的BB5型内壳体水平中开式液力透平。

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：无价销售合同复印件（含相关技术附件）以及其他证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签订时间、装置名称、货物名称（反应进料泵/贫胺液泵/内壳体水平中开式液力透平）、泵的型式（BB5型）、温度、额定流量和扬程。未提交业绩证明文件，或所提供的业绩证明文件无法验证合同签订时间、装置名称、货物名称（反应进料泵/贫胺液泵/内壳体水平中开式液力透平）、泵的型式（BB5型）、温度、额定流量和扬程的，均视为无效业绩。

Until December 31, 2017，the bidder shall have the following sales performance in at least two new hydrocracking plants:

1)BB5 reaction feed pump with temperature≥120℃, rated flow≥260m/h and head≥2100m.

2)BB5 Lean Amine Pump with temperature ≥ 55℃, rated flow ≥ 130m/h and head≥1600m.

3)BB5 type inner casing horizontal split type hydraulic turbinewith temperature≥50 ℃, rated flow≥100m/h and head≥2000m.

Bidder shall furnish reference List in given form, and provide corresponding documentary evidence.The documentary evidence shall include but not limited to: copies of un-priced sales contract (including technical appendix) and other evidentiary documents.The evidentiary documents provided by Bidder shall at least demonstrate the contents as follows: contract signature date,plant name, goods name (reaction feed pump/ Lean Amine Pump/ inner casing horizontal split type hydraulic turbine), pump type (BB5), temperature, rated flow and head.If no documentary evidence furnished, or documentary evidence furnished can not demonstrate contract signature date, plant name, goods name (reaction feedpump/ Lean Amine Pump/ inner casing horizontal split type hydraulic turbine),pump type(BB5), temperature, rated flow and head, the relevant reference will be deemed unvalid.

3．有兴趣的合格投标人可通过以下方式获取招标文件：

从 2020年7月23日开始至2020年7月30日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在中国国际招标网（http://www.chinabidding.com/）注册成功并通过平台审核。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document fromJuly 232020 to July 30, 2020.For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted.After successful payment of RMB 2000.00 or USD300.00 for each copy of Bidding Documents which is non-refundable, Bidder may download the Bidding Documents.Bidder fails to purchase Bidding Documents online is not eligible to bid. In addition, the bidder need to succeed in the China international bidding nets(http://www.chinabidding.com/) registered and through the platform review.

4．投标文件递交截止时间和地点：2020年8月13日9：30时，必联网（http://www.ebnew.com）或机电产品招标投标电子交易平台（http://www.chinabidding.com）。

Bids must be delivered to http://www.ebnew.com or http://www.chinabidding.com for submission of bids before 9:30 a.m. (Beijing time) on Aug.13, 2020. Any bid beyond the required time and date shall be subject for rejection.

5．开标时间：定于2020年8月13日9:30时（北京时间）开标。
