1.中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海油惠州石化有限公司（以下称为“招标人”）委托，就中海油惠州石化有限公司2200万吨/年炼油产品结构优化及质量升级项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Huizhou Petrochemicals CompanyLimited(hereinafter referred to as “Tenderee” ), intends to purchase the Goodsand the relevant services required under 22,000 KTARefinery Product Structure Optimization and Quality UpgradeProject of CNOOC Huizhou Petrochemicals Company Limited by International Competitive Bidding. TheBidders are kindly requested to provide the followingGoods and services with sealedbids.

For goods outside the PRC customs territory: within 45 weeks after signing the contract(departure date on the Bill of Lading)

境内货物：大亚湾石化区项目现场

For goods within the PRC customs territory: Project Site in Daya BayPetrochemical Zone

境外货物：CIF中国深圳盐田港

For goods outside the PRC customs territory: CIF Shenzhen Yantian Port, China

2.对投标人的资格和业绩要求：

Requirements for Qualificationand reference of Bidder:

（1）资格要求

Requirements for Qulification of Bidder

投标人应为所投货物的制造商或授权代理商。如果投标人是代理商，则须提供制造商有效授权书。

The bidder shall be the manufacturer or agent of bid goods. If the bidder is an agent,it shall provide a valid Letter of Authority from Manufacturer.

投标人必须提供产品制造商的GB/T19001/ISO-9001认证证书。有防爆要求的阀门必须提供NEPSI或CQST或PCEC（及互认机构）颁发的防爆证书。

Bidder must providethe GB/T 19001/ISO-9001 certification certificate ofthe product manufacturer. Valves with explosionprotection requirements must provide explosion proof certificates issued by NEPSI or CQST or mutual recognition agencies).

（2）业绩要求：

Requirement for Bidder's reference:

投标货物的制造商应具有用于AXENS或SEI工艺包重整装置的隔剂阀或隔剂隔气阀销售业绩，合同签署日期为2009年1月1日至2018年12月31日。

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：无价销售合同复印件（含相关技术附件）以及其他证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署日期、项目名称、工艺包提供方、装置名称（重整装置）、设备名称（隔剂阀/隔剂隔气阀）。未提交业绩证明文件，或所提供的业绩证明文件无法验证合同签署日期、项目名称、工艺包提供方、装置名称（重整装置）、设备名称（隔剂阀/隔剂隔气阀），均视为无效业绩。

The manufacturerof bid goods shall have Catalyst tight valves or catalyst or gas tight valves salesperformance for AXENS's or SEI’s process Reforming plant. The contract shall be signedbetween January 1, 2009 and December 31, 2018.

Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of un-priced sales contract (including technical appendix) and other evidentiary documents.The evidentiary documents provided by Bidder shall as least demonstrate the contents as follows:Contract Signature Date,Project name, process owner (AXENS/SEI), Plant Name(Reforming Plant) and Equipment Name(Catalyst tight valves/catalyst & gas tight valves).If no documentary evidence furnished,or documentary evidence furnishedcan not demonstrate Contract signingDate, Project name,process owner (AXENS/SEI), Plant Name(ReformingPlant) and Equipment Name(Catalyst tight valves/catalyst & gas tight valves), the relevant reference will bedeemed unvalid.

3.有兴趣的投标人可通过以下方式获取招标文件：从2020年8月7日开始至2020年8月14日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在中国国际招标网（http://www.chinabidding.com/）注册成功并通过平台审核。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC ProcurementOperation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document fromAugust 7, 2020 toAug.14, 2020. For the first time of login, a registration(free of charge) is needed and only after successfulregistration,Bidder can purchase Bidding documentsonline. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB2000.00 or USD350.00 for eachcopy of Bidding Documents which is non-refundable,Bidder may download the Bidding Documents. Bidder failsto purchase Bidding Documents online is not eligible to bid.

In addition, the bidder need to succeed in the China international biddingnets(http://www.chinabidding.com/) registered and through the platform review.

4.投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2020年9月3日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at orbefore 9:30 am (Beijing Time) on Sept.3, 2020. Any bid beyond the required time and date shall be subject for rejection.
