项目概况：
东方 13-2 气田群新建东方 13-2CEPB、东方 13-2WHPA、东方 1-1PRP 三座平台，依托现有东方 1-1 CEPD、乐东 22-1CEP、乐东 15-1PRP、东方终端生产设施进行开发。新建东方 1-1PRP 平台依托 CEPD 平台开发，同时东方各平台实施降压开采，在东方 13-2CEPB 上设置主电站，停用东方 1-1CEPD 已建主电站，通过海缆为东方 1-1 气田供电。东方13-2 CEPB 至东方 1-1PRP 之间新铺一条 6"、21.5km 凝析油管道；东方 13-2 CEPB 及崖城 13-1AWA 之间铺设一条 22"、195km 主干气海底管道，主干气管道设置三通铺设支管线连接至乐东22-1 平台。东方 13-2 气田群开发工程项目以东方 13-2CEPB 平台为中心，生产的天然气经由 195KM海底管线，输入崖城 13-1 平台，为香港供气。

(2)另外5台阀门工作范围：

另外5台关断阀由甲方提供，乙方负责另外5台关断阀执行器拆除、手动涡轮执行器的安装，装配成手动球阀。手动球阀出厂试验、涂装，运输（运输包括湛江/海口运往工厂和工厂运往湛江/海口场地），进口和出口清关（如有）。

(3)另外3台阀门工作范围：

另外3台关断阀由甲方提供，乙方负责按API 6A标准在中国境内（内地）进行水压强度试验、气密试验、PSL 3G试验、开关时间试验、出厂包装等工作。

2.资格标准：
1） 制造商必须具有有效的API 6A制造资质证书，球阀的设计和压力试验须满足API 6A标准；出厂高压气密试验须按照PSL 3G标准执行，要求全检。
2）所投10000psi球阀必须满足 PR2 性能要求，制造商须提供大于等于5-1/8”寸/ 10000PSI球阀船级社的型式检测证书或由船级社出具的PR2性能检验报告；
3）投标人应承诺所有关断阀应在所在品牌制造厂生产，同时承诺（境外投标人）提供产地证明和阀门阀体主要原材料的采购订单复印件，买方不接受贴牌产品。
4） 业绩要求:自2010年起投标人所投球阀（球阀尺寸大于或等于5-1/8”，且压力等级大于或等于10000PSI）应具有在海上油气田或FPSO至少2个项目成功运行2年（含）以上（从2020年9月起往前推算）的应用业绩。

投标人须提交有效的业绩表和相关证明文件。业绩证明文件必须至少体现以下内容：合同复印件（或订单）和球阀稳定运行2年（含）以上（从2020年9月起往前推算）证明文件（合同复印件相关章节,合同签署时间，最终接收证书或最终调试报告或用户运行证书），证明文件中需要包括含设备名称、设备主要技术参数、用户名单、用户所在地国家（地区）等信息，如果是代理商投标，应该提供使用方出具的业绩证明材料。未提交业绩证明文件，或所提供的业绩证明文件无法验证前述信息，均视为无效业绩。

5）如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：
从2020年10月20日开始至2020年10月29日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。未在本系统领购招标文件，不得参加投标。
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2020年11月10日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层第3会议室。
5. 开标时间：定于2020年11月10日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。 开标地点：北京市东城区东直门外小街6号海油大厦4层第3会议室。

Overview:
DF 13-2 gas field group newly built DF 13-2 CEPB, DF 13-2 WHPA, DF 1-1PRPplatform, relying on the existing DF 1-1 CEPD,LD22-1CEP, LD15-1PRP, Dongfangterminal production facilities to develop. The newly built DF 1-1 PRP platformis developed on the basis of the CEPD platform, and the depressurization miningis carried out on the various platforms in Dongfang, and the main power stationis installed on DF 13-2 CEPB. A 6", 21.5 km condensate oil pipeline wasnewly laid between Dongfang 13-2 CEPB and Dongfang 1-1 PRP, and a 22", 195km main gas submarine pipeline was laid between Dongfang 13-2 CEPB andY13-1AWA, main Gas Pipelines, tee links, branch lines to LD22-1 platform, Thedevelopment project of DF 13-2 Gas Field Group Takes DF 13-2CEPB platform asthe center, and the gas produced is imported to Y13-1 platform through 195KMsubmarine pipeline to supply gas to Hong Kong.

（2）The working range of another 5 valves：

The other 5 shutoff valves shall be provided by Party A, and Party B shall be responsible for the removal of the other 5 shutoff valve actuators, the installation of manual turbine actuators and the assembly of manual ball valves.Manual ball valve factory test, coating, transportation (including shipment from Zhanjiang/Haikou to factory and factory shipment to Zhanjiang/Haikou site), import and export clearance (if any).
（3）The working range of the other 3 valves ：

The other 3 shutoff valves shall be provided by Party A, and Party B shall be responsible for water pressure strength test, air tightness test, PSL 3G test, switching time test, ex-factory packaging and other work in China (mainland) according to API 6A standard.

2.Qualification Requirements:
1） The manufacturer must have a valid API 6A manufacturing qualification certificate, the ball valve design and pressure test shall meet API 6A standard, the factory high-pressure air tightness test shall be performed in accordance with PSL 3G standard, and full inspection shall be required.
2）10000psi ball valves must meet PR2 performance requirements, and the manufacturer shall provide type test certificate or PR2 performance test report issued by the classification society for ball valves greater than or equal to 5-1/8 "inch / 10000psi;
3）The Bidder should promise that shutdown valves should be produced in its brand own manufactory. Meanwhile overseas bidderpromise to provide certificate of origin and the copy of purchase order of valve'smain raw material.The purchaser does not accept the OEM product.

4）Performance Requirements: Since 2010, the bidders for ball valves (ball valve size greater than or equal to 5-1/8” inches and pressure rating greater than or equal to 10000 psi) shall have at least two projects with successful application performance of more than two years (inclusive) （From September 2020 onwards）on offshore oil / gas platforms or FPSO.Since 2010, the bidders for ball valves (ball valve size greater than or equal to 5-1/8” inches and pressure rating greater than or equal to 10000 psi) shall have at least two projects with successful application performance of more than two years (inclusive) on offshore oil / gas platforms or FPSO.
Bidders shall submit valid track records and relevant supporting documents. The performance certificate shall contain but not limited to: the copies of the contract (or the order) and the documentary evidence （chapters of copies of contract, the date of contract signing ，the final receipt certificate or the final commissioning report or the user operation certificate）for the stable running of the ball valve for 2 years or more（From September 2020 onwards）, and the documentary evidence shall include the name of the equipment, the main technical parameters of the equipment, the user list, the country (region) where the user is located and other information，If it is an agent bidding, it should provide the performance certificate issued by the user. Absence of the reference evidence documents or failure to verify the foregoing information shall be deemed as an invalid the performance.

5）If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods in this bid.

3.
