1.中化建国际招标有限责任公司（以下称为“招标代理机构”）受海洋石油工程股份有限公司 （以下称为“招标人”）委托，就唐山LNG项目接收站一阶段工程项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd.(here in afterreferred to as “the Tendering Agent”), entrusted by China Offshore Oil Engineering Co., Ltd (here in after referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under Tangshan LNG Terminal Phase 1 Project by International Competitive Bidding. The Bidders are kindly requested toprovide the following Goods and services with sealed bids.

规格描述：本次招标6台浸没燃烧式气化器，单台处理能力为207.26t/h，设计压力17.4MpaG。

Specification description：This tender for 6 Submerged combustion vaporizers. the capacity is 207.26t/h, the design pressure is 17.4MpaG.

供货要求： 6台SCV进行投标报价。

Supply requirements：Bidders bid for 6 SCVs.

交货期Delivery Schedule:

合同签订后14个月到达唐山LNG接收站业主指定现场，偏离超过4周，该投标将被拒绝

合同签订后13个月货物全部装船，偏离超过4周，该投标将被拒绝。

交货地点Destination of delivery：

境内货物：唐山LNG接收站一阶段工程项目业主指定现场（地址：河北省唐山市曹妃甸区十八加矿石码头南侧）

For goods within the PRC customs territory: Tangshan LNG Terminal Phase 1 Project Site (Address: Tangshan LNG Terminal Phase 1 Project, South of the Eighteen + ore jetty, Caofeidian District, Tangshan City, Hebei Province, China.).

境外货物：CIF 中国天津港

For goods outside the PRC customs territory: CIF Tianjin Seaport, Tianjin, P. R. China

2.对投标人的资格和业绩要求：

Requirements for Qualificationand reference of Bidder:

（1）资格要求：Requirements for Qualification of Bidder

投标人必须是具有独立法人资格的浸没燃烧式气化器制造商，不接受代理商参与投标。

Bidder shall be manufacturer with the qualification of independent legal entity, agent not accepted.

独立法人资格要求：关境内投标人应提供有效的营业执照、组织机构代码证、税务登记证或三证合一营业执照等。关境外投标人应提供有效的所在国政府为企业注册而签发的注册登记证。

Bidder from within the PRC Customs Territory shall provide valid business license,Organization Code Certificate and tax registration certificate. Bidder from outside the PRC CustomsTerritory shall provide the valid Certificate for Business Registration.

投标人应提供中华人民共和国特种设备制造许可证，且证书在有效期内，并提供证书复印件。

Bidder shall have Manufacturing license of the People's Republic of Chinawithin the validity period, and provide a copy of the certificate

制造商应具有质量、环境、职业健康安全管理体系认证证书，如ISO 9001、ISO14001、OHSMS 18001等。

The certification of quality, environmental, occupational health and safety management systems such as ISO 9001, ISO14001, OHSMS 18001, etc.

（2）业绩要求： Requirements for reference of Bidder：

自2010年1月1日至投标截止之日，制造商应至少具有2个国内LNG接收站（规模不小于200万吨/年）浸没燃烧式气化器的供货业绩，累计供货台（套）数不少于6台，每个业绩中的单台浸没燃烧式气化器处理能力不低于170吨/小时，提供业绩证明材料。

From January 1, 2010 to the deadline for bidding, the manufacturer shall have supplied SCVs to at least2 China domestic LNG receiving terminals (with a capacity of no less than 2 million tons/year)and The accumulative supply sets (sets) shall be no less than6 sets.The processing capacity of a single SCV in each of said terminals is not less than 170t/hr. Evidence of such experience shall be submitted.

投标人需按规定格式提供业绩表，并提交相关业绩证明材料，包括但不限于：业绩合同复印件（包括合同首页、合同签订日期页、交货日期页、双方签字盖章页、供货范围/工作范围描述页、主要技术参数页等关键页面，原件备查）及其他证明材料（项目名称及规模，制造商信息，单台设备处理能力等信息）、设备现场调试报告（业主、监理等签字）或用户业绩反馈证明，用户证明文件明确显示设备累计运行时间和实际运行状态是否良好（用户盖章或法定代表人签字），未提供有效证明材料或证明材料数据不足的业绩将视为无效业绩。

Bidders shall submit performance sheet in the prescribed format and submit relevant performance documents. Performance support documents include, but are not limited to： copies of key pages of the contract (such as the contract homepage, contract signing date page, delivery date page, both parties’ signature and stamp page, supply scope/work scope description page, main technical parameter page and other key pages, The original pages shall be ready for confirmation.), and other supporting documents (include the project name, scale, Manufacture and the capacity of SCV ). equipment commissioning report (signed by the owner, supervisor, etc.) and/or user performance feedback certification. The user’s certification document shall clearly show whether the cumulative operating time and actual operating status of the equipment is in good condition (user stamp or signature of the legal representative). Without valid certification or with insufficient materials/proof materials will be deemed as invalid experience.

（3）财务要求：

投标人应提供银行资信证明及2017-2019年审计机构出具的财务审计报告及经审计的财务报表，包括资产负债表、现金流量表、利润表。

如果至投标截止日期，尚未完成2019年审计机构出具的财务审批报告，可提供2016-2018年经审计机构出具的财务审计报告及经审计的财务报表。

Financial requirements：

Bidder shall submit a credit certificate and 2017-2019 audited financial report issued by auditing agency, including balancesheets, cash flow statement, profit statement.

If the 2019 audited financial report is not issed until the Bid Deadline Date, please submit 2016-2018 audited financial report issued by auditing agency.

（4）质量要求：

制造商应提供ISO9001质量管理体系认证证书，且证书在有效期内。认证范围应至少包括生产或制造范围。境内制造商的质量管理体系认证应在中国国家认证认可监督管理委员会网站（http//www.cnca.gov.cn/）核实，无法核实的视为无效证书。

Manufacturer shall have the ISO9001 quality management system certification and thecertificate is valid. The scope of certification shall at least include producing or manufacturing. The quality management system certification and national compulsory product certification provided by the bidder from within the PRC Customs Territory shall be verified on the website of China National Certification and Accreditation Administration (http://www.cnca.gov.cn/). It will be rejected if the certification cannot be verified on the website.

3.有兴趣的投标人可通过以下方式获取招标文件：从2020年10月21日开始至2020年10月28日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System(https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document fromOct. 21, 2020 to Oct.28, 2020.For the first time of login, a registration(freeof charge) is needed and only after successful registration. Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment willnot be accepted. After successful payment of RMB2000.00 or USD 350.00 for eachcopy of Bidding Documents which is non-refundable, Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid.

4.投标文件递交截止时间和地点：2020年11月11日9：30时，必联网（http://www.ebnew.com）或机电产品招标投标电子交易平台（http://www.chinabidding.com）。

Bids must be delivered to http://www.ebnew.com or http://www.chinabidding.com for submission of bids before 9:30 a.m. (Beijing time) on Nov. 11 ,2020. Any bid beyond therequired time and date shall be subject for rejection.
