职责描述：
Key roles& Responsibilities:
As a key member of Yanbei Field Leadership Team, he or his deputy will be available at all times in the field for critical decision making.
Lead and develop an Production Excellence team to Excellence the field operations to meet HSE and production targets, and achieve maximum production reliability at optimum cost.
Implement and sustain Production Reporting, programming and Allocation Process, Prod System Optimization and Operational Excellence, and Ensure plans, resources and management systems in place.
Ensure all Operation Excellence Key Performance Indicators (KPI) to be tracked and controlled, mainly focus on the HSE, OPEX, and facilities efficiency.
Provide Operations input to detailed design with reference to the Operations Philosophy verification, Design audits/reviews, and commissioning/startup, including development of the detailed Facility Operations Procedures.
Ensure relevant production programming processes are in line with Production Excellence standard including: Production loss& Reliability management and Production reconciliation using CPMS system, Integrated Activities planning (IAP) & Gas supply planning process.
Accountable directly for the Prod excellence and other improvement plan implementation
Ensuring consistency of standards and approach across the SPM.
Driving the implementation of the Project to Asset (P2A) process in Yanbei, Support the Prod Director in ensuring that operational requirements are made timely and all resources necessary to achieve these are available.
Demonstrating the intrinsic value of SCP P2A process during the project phase and SCP’s Operations & Maintenance process and HSE-MS during the operating phase to JV partner and customer.
Coordinate the Asset Activities(Development, Well engineering, Surface facilities, Prod Operations ) planning and execution.
Coordinate the operations cost management and provide input for budgeting, monitor the operations expenditure and update the LE.
Coordinate Contract Management Process within Production Operations
Manage Production Coordination center , Communicate with downstream Customer and JV partner regarding production& activities planning.
As a key active member of Yanbei Emergency Control Centre Management team to coordinate and manage CPF/Stations/Well Site emergency crisis on 24 hrs basis as Production site contact.
Verify production measurements and manage the production data system for accounting purposes and reservoir management dynamically and timely.
Document focal point of Yanbei Operations, ensure MOC, execmption, As-Built Drawings, and other ops critical documents are up to date and correctly distribute to document users.
Qualification:
丰富中外资气田生产运营经验（海外项目或合资，外资项目）
有相对熟练的英语能力，具有英语汇报交流的能力
10年以上行业经验
担任过气田运营管理职位
有同行业预算，合同，费控经验，有编制项目整合计划或编制产量生产计划相关经验
担任过气田一线操作或维护作业及运营管理职位
